Guidelines on the participation of observer countries of the Pacific Alliance

  • Non-member countries may participate as observers according to the provisions established by the Council of Ministers, that is sharing the principles and objectives set out in the Framework Agreement of the Pacific Alliance.
  • Requesting the Pro Tempore Presidency to be Observer; the decision is made by the members and communicated to the applicant countries.
  • Observer countries may participate in meetings to which they are invited by consensus among the Member Countries, and they only have the right to speak but not to vote.
  • If an observer country has free trade agreements with at least half of the member countries, they may request to be a candidate to become a member of the Pacific Alliance.
  • From the date of the application acceptance to be eligible, the Observer Country must comply, no later than one year, with the conditions to start the acceptance process. After that period, the Council of Ministers may grant a new term and make recommendations. Costa Rica and Panama are observer countries that are already considered candidates to be Member Countries.
  • The Observer Country nature will be retained if the applicant country remains committed to the principles, objectives and work of the Alliance, if it is not revoked by the Council of Ministers, and if the Observer Country does not waive it or becomes a Member Country.
  • Member Countries may convene by consensus to invited countries to attend meetings and instances.
