About us

The Education Technical Group (GTE, by its acronym in Spanish) aims to strengthen the ties of educational integration through cooperation actions, focused on improving the competencies and capacities of the population of the member countries and their access to quality education, as essential tools for the development of human capital and to boost the productivity and competitiveness of the countries of the Pacific Alliance.

Since its inception, the GTE has prioritized its efforts in Professional Technical Education (ETP, by its acronym in Spanish), in accordance with the local educational agendas of the Member States. The creation of this technical group, in 2014, is essential for developing human capital and boosting the productivity and competitiveness of the economies of the Pacific Alliance, with a view to contributing to the overcoming of socio-economic inequality and achieving the objectives of the social inclusion policies in the region.

  • Work Topics:

    The GTE is a space that allows the exchange of experiences and the development of capacities and projects in Professional Technical Education that generate impact in the countries. The work of the GTE stands out for allowing the coordination of educational policies among the countries and for working in coordination with other Technical Groups that have prioritized the topic of human resources training, scholarships or others related to the education sector.

    In this regard, the GTE topics include:

    • Identify common elements in order to facilitate the recognition mechanisms of current University Higher Education degrees and qualifications, and for the construction of National Qualification Frameworks in the Pacific Alliance countries.

    • Strengthen Technical-Professional Education, promoting the articulation of the education sector and the productive sector, through communication campaigns, bank of good practices and focused cooperation with Observer States.

    • Promote the mobility of human capital through a program of internships and professional practices for students of technical and technological careers in higher education.

    • Cooperation work aimed at strengthening the English language in the 4 countries of the Pacific Alliance.

  • Group Functions:

    The Technical Group in Education has the following functions and attributions:

    • Coordinate, approve and follow up on the actions of educational cooperation between the Parties;

    • Identify and define areas in education in which common capabilities and interests are shared and with third parties; informing the High Level Group of this in coordination with the External Relations Group.

    • Establish the necessary actions to achieve the objectives set out in the Framework Agreement of the Pacific Alliance and in the successive presidential statements and other actions entrusted to it;

    • Approve programs, projects and activities of educational cooperation. The GTE shall also coordinate their implementation and follow-up;

    • Study the matters entrusted to it, and upon request, advise in educational matters to the Council of Ministers, the GAN and the GRE and;

    • Inform the GRE and GAN about the progress and accomplishments obtained.

  • What are good practices?

    Good practices are a set of activities, strategies and methodologies whose purpose is to achieve learning related to the demand of the productive sector and art. In addition, they develop skills for good management of the institutions contributing to improve the quality of education and, consequently, to the revaluation of the technical and artistic education.

    What are the characteristics of a good practice?

    • Methodology of intervention: It is based on methodological principles, as a product of practice or research.

    • Replicable and adaptable: It can serve as a model to promote initiatives and develop policies in similar contexts.

    • Efficient: It complies with the objectives set out in practice.

    • Effective: It demonstrates a positive impact and a tangible improvement in the face of a problem, identified need or concern in the context of intervention.

    • Change activity: It serves as a starting point for responding to a problem, identified need or concern.

  • What criteria should be considered to systematize a good practice?

    The demarcation between what is and what is not a good practice is the product of a value judgment that contemplates the proposed objectives, the contributions, the results and the impact of their execution in the process of training and management of technical and productive education, higher technological and artistic education. In other words, there is an intimate relationship between good practices and evaluation, as a means of change that ensures a system that is constantly fed back to improve progressively and permanently. Given this, the criteria to be considered are:

    1. Quality: the educational problems or educational aspirations of the actors involved are identified.

    2. Linkage: capacity to manage and develop relevant and sustainable strategic alliances.

    3. Impact: identification of changes and substantive effects, based on the management of teaching and executive staff.
