Young people with a vocation of service are mobilized thanks to the Volunteer Program of the Pacific Alliance

With the purpose of contributing to the strengthening of regional integration through the incorporation of the youth of the four member countries of the Pacific Alliance in the exercise of rights and duties that contribute to the overcoming of the development challenges, 48 young people of Chile, Colombia, Mexico and Peru participated in the third call for the Pacific Alliance Youth Volunteer Project, coordinated by the Technical Cooperation Group – GTC.

The Chilean Live Your Parks Program, implemented in Chile thanks to the collaboration of the International Cooperation Agency of Chile (AGCI), the National Youth Institute (INJUV) and the National Forestry Corporation (CONAF), welcomed volunteers from member countries of the Pacific Alliance between July 18th and August 1st. The youth performed maintenance and improvement work on four Chilean National Parks and Reserves in the north of the country, in the regions of Tarapacá and Coquimbo. During the volunteer they visited the House of La Moneda, as well as Los Flamencos Camp located in the National Park, Plains of Challe and Penguins of Humboldt.

Colombia hosted the volunteers on August 2, who will stay for four weeks in the country to support, through their volunteer work, social projects that take place in the Youth Houses of the District Secretariat for Social Integration. The young people participate as of this August 3, in work areas of entrepreneurship initiatives in the sector of cultural and creative industries known as ‘orange economy’.

“I came to Colombia because I have the conviction that many changes can be generated through cultural management,” said Christian Arizmendi, a Chilean volunteer, during the welcoming day. Another volunteer is Kiera Lozano, who traveled from Cajamarca in Peru to Bogotá, to bring her knowledge in communication to “youth groups to help them promote cultural, in the area of audiovisuals.”

The active and effective participation of young people in the experience of volunteering achieves not only impact on their citizenship training, but also reinforces their knowledge and social and work skills, but also in their communities and local populations. This is explained by Ezequiel Domínguez Cardozo, a Mexican volunteer who starts work in Bogotá, “I am very interested in the subject of the ‘orange economy’, of transforming ideas into cultural goods and services that contribute to the social development of the community.”

In Mexico, the third edition of the program took place between July 18th and August 4th. The volunteering of the Alliance was inserted in the program Hagamos Hogar (let’s make home) that runs the government of the state of Puebla and UN volunteers, which was possible thanks to the coordination of the Mexican Institute of Youth (IMJUVE) and the Mexican Agency for International Cooperation for Development (AMEXCID).

Thus, for 14 days, the group formed by the 16 young people of the member countries of the Pacific Alliance, carried out voluntary activities in the Municipality of Atzizihuacán, located in Puebla.

In Peru, volunteers stayed from 2nd to 18th July, participated in the project ‘Humanizing spaces: educational intervention for the promotion of good treatment in public spaces’, which aimed to strengthen the development and promotion of interpersonal skills, with special emphasis on empathy, assertiveness and good treatment of youth and adults.

This program was developed by the National Youth Secretariat (SENAJU), the youth governing body of the Ministry of Education and the Peruvian Agency for International Cooperation (APCI), which articulated efforts to strengthen the interpersonal skills of young volunteers through the Pacific Alliance Youth Volunteer Project.

In the two stages of volunteering (2015 and 2016), 96 young people from Chile, Colombia, Mexico and Peru were mobilized for two to four weeks in which, through their work, they shared their experiences and knowledge in the framework of different local programs and projects.

This volunteer project is aimed at young people between the ages of 18 and 28, who are nationals of the Pacific Alliance member countries and who live in their country of origin when they apply.

The Pacific Alliance promotes the free circulation of goods, services, capital and people of the governments of Chile, Colombia, Mexico and Peru. The Youth Volunteer Project seeks to give continuity to efforts to promote the exchange of experiences through activities that form solidarity behaviors among young people, which have a positive impact on society, bearing in mind that youth is a key player in the region.

September 17, 2024.- The National Secretariat of Youth (Senaju) and the Ministry of Foreign Affairs of Peru, warmly welcomed the 20 young volunteers from the four member countries of the Pacific Alliance: Chile, Colombia, Mexico and Peru, who will participate in the project “A-Gente de Cambio: Promotion of mental health in adolescents”.

The ceremony was led by the Director of International Cooperation of the Peruvian Ministry of Foreign Affairs, César Jordán; the National Secretary of Youth, Carlos Vilela Del Carpio; and the Executive Director of the National Integral Program for Family Welfare, Jessica Ruiz.

“From Senaju we are very happy to be able to carry out a new edition of the Peruvian project A-Gente de Cambio: Promotion of mental health in adolescents. In Peru, 33% of young people between 15 and 29 years old had some mental or emotional health problem, although it is alarming, but it is also a reality that today we are already talking about it,” said the National Secretary of Youth, at the welcoming ceremony.

The 20 young people were selected from more than 1,050 applicants from Chile, Colombia, Mexico and Peru for the Peruvian project, entitled “A-Gente de Cambio: Promotion of mental health in adolescents”, which seeks to promote the mental health of adolescents in vulnerable situations from a community approach.

The project will be developed in the Integral Family Development Centers (Cedif), belonging to the National Integral Program for Family Welfare (Inabif), of Las Dalias, in Chaclacayo; Turquesas, in Ancon; Año Nuevo; in Comas, Tahuantisuyo, in Independencia and Rosa de Lima in Villa Maria de Triunfo.

It is important to mention that the on-site stage of the project runs from September 13 to October 2 and the execution of the mental health promotion programs for adolescents in the Cedifs will be from September 17 to 27.

XXXII MEETING OF THE HIGH LEVEL GROUP OF THE ALLIANCE PACIFIC

Today, in the city of Punta Arenas, Chile, was held the meeting of the High Level Group (HLG) of the Pacific Alliance, composed of the Deputy Ministers of Foreign Affairs and Foreign Trade of the four Pacific Alliance’s countries.

In order to advance the mandates of the Heads of State at the Summit of Paracas, Deputy Ministers examined the reports of the Technical Groups that met during the previous two days around a series of issues such as innovation, SMEs, trade facilitation, trade unique windows, technical-productive education, movement of people and cultural theme recently joined the Declaration of Paracas.

They also assessed the reports on the meeting of Presidents in New York within the framework of the United Nations General Assembly; the Second Ministerial Meeting of the Pacific Alliance with the Association of Southeast Asian Nations (ASEAN); and the status of recommendations and proposals of the Business Council of the Pacific Alliance.

About external relations, the Deputy Ministers referred to the dialogue which was held with Portugal, the EU and the OECD. It was also agreed to continue working with the mechanism 42 observer countries, particularly regarding cooperation projects of interest to the Pacific Alliance.

In other matters, the Deputy Ministers assessed the schedule of upcoming activities of the Pacific Alliance and agreed to promote in all countries the approval and early entry into force of the Trade Protocol that most liberalized trade between the countries of the Pacific Alliance that will contribute to significantly boost its trade integration.

The countries of the Pacific Alliance represent the eighth world economy , concentrate a population of 216 million people and have an average per capita GDP of $ 16,500 .

XXVIII Meeting of Finance Ministers of the Pacific Alliance

  • On November 24, 2022, the XXVIII Meeting of Finance Ministers of the Pacific Alliance was held, with the in-person participation of the Undersecretary of Finance of Chile, Ms. Claudia Sanhueza Riveros, of the Undersecretary of Finance and Public Credit of Mexico Mr. Gabriel Yorio González and the Vice Minister of Economy of Peru, Mr. Alex Contreras Miranda; and virtually the Technical Vice Minister of Colombia, Mr. Gonzalo Hernández Jiménez. The meeting was chaired by Undersecretary Yorio, by virtue of the fact that Mexico holds the pro tempore presidency of the Pacific Alliance.

November 25, 2022.- The Finance Ministers of the Pacific Alliance (PA) met in a hybrid mode on November 24 in Mexico City, to celebrate the XXVIII Meeting of Finance Ministers of the PA.

The ministerial meeting began with a space for dialogue on the economic challenges that face the PA region, derived from the current economic and geopolitical context. The ministers made remarks on the impacts of inflationary pressures and the economic slowdown in some countries. Additionally, they highlighted the importance of maintaining a balance between a framework of fiscal responsibility and meeting the needs of the population, through the use of all available public policy tools.

Afterwards, Mexico presented the results achieved under its pro tempore presidency of the PA. The Council of Finance Ministers (CFM) made great progress in terms of: i) financial integration, ii) finance and sustainable development, iii) investment in infrastructure, iv) innovation and financial digitization, v) management of catastrophic risks, vi) tax treatment, and vii) cybersecurity.

Among the main results to be highlighted are: i) the development of Common Principles to promote the sustainability of the bloc’s financial systems, which will serve as a common reference to promote sustainable investment and build an increasingly resilient and inclusive region, in accordance with the respective national frameworks and contexts; ii) the creation of a training program for officials of PA member countries in the integration of environmental, social and governance (ESG) criteria in the operation of financial systems; iii) the development of the rules of operation and organization of an online platform for the PA Financial Innovation Hub, which will allow the construction of a space for dialogue and consultation between innovators and the regulatory and supervisory agencies of the PA countries ; and iv) the design of the Catastrophic Risk Coverage Program, a mechanism that will facilitate the joint contracting of risk transfer schemes among the member countries of the PA.

On the other hand, Peru announced the mandates that will govern the CFM work plan for the following year. In this sense, its agenda will focus, among others, on the promotion of financial inclusion, the evaluation of climate financing mechanisms, the fight against tax avoidance and evasion, the mobilization of resources for emergency care in the event of natural disasters, as well as the strengthening of the Council’s institutionalism, including coordination with the other instances of the Pacific Alliance and the improvement of the dissemination of results.

Finally, the ministers thanked the Inter-American Development Bank (IDB) for its commitment to the Pacific Alliance, in its role as Technical Secretariat of the CFM, and technical ally for the development and implementation of initiatives aimed at strengthening the process of financial and economic integration of the member countries of this regional integration mechanism.

XXVII Meeting of Finance Ministers of the Pacific Alliance

On July 1, 2022, the XXVII Meeting of Finance Ministers of the Pacific Alliance was held with the presence of the Minister of Finance and Public Credit of Colombia, Mr. José Manuel Restrepo Abondano, and the Deputy Minister of Finance and Public Credit of Mexico, Mr. Gabriel Yorio González; and virtually with the presence of the Minister of Economy and Finance of Peru, Mr. Oscar Graham Yamahuchi, and the Coordinator of Finance and International Affairs of the Ministry of Finance of Chile, Mrs. Carola Moreno. The meeting was chaired by Deputy Minister Yorio, since Mexico holds the pro-tempore presidency of the Pacific Alliance.

July 3, 2022.- The Finance Ministers of the Pacific Alliance (PA) met in a hybrid way on July 1 in Mexico City, to celebrate the XXVII Meeting of PA Finance Ministers.

The meeting began with a space for dialogue on the economic challenges faced by the Alliance, derived from global risks, especially those related to inflationary pressures, capital rebalancing and the monitoring of tensions derived from geopolitical conflicts.

The ministers highlighted the challenges that emerging countries face due to the high financing costs, derived from the rise in interest rates, in a post-pandemic context. Additionally, they determined the importance of developing fiscal policies that allow reducing the effects that inflation has had on energy and food, highlighting the commitment to continue acting decisively to protect the most vulnerable populations of the member countries of the PA.

Afterwards, they made a reflection session on the future of the Pacific Alliance within the framework of the Strategic Vision 2030, adopted in 2018, with a view to continuing to work on the four axes: more integrated, more global, more connected and more citizen . The ministers highlighted the importance of having medium-term work agendas aimed at: i) deepening the regional capital market; ii) strengthen the financial management of the risk of natural disasters, and iii) establish mechanisms to increase financial resources to combat climate change and promote inclusive and sustainable growth. Furthermore, within this strategic planning, they expressed the support of the Ministries of Finance of the Pacific Alliance to Peru in the process of accession to the Organisation for Economic Co-operation and Development (OECD).

On the other hand, the ministers analyzed the possible areas of collaboration between the PA and Singapore, which will become the first Associated State of this regional bloc. Taking into account the great progress that Singapore has made in the development of an international digital economy agenda, the interest that exists in collaboration on issues related to the Fintech industry and financial inclusion was highlighted. Likewise, it was recognized that it was possible to learn from the experience of the Asian partner in matters of sustainable growth and capital markets.

Subsequently, Mexico briefly presented the progress of the work plan of the Council of Finance Ministers, among which are the identification of certifications that allow the strengthening of the capacities of officials in Environmental, Social and Governance (ESG) matters; the preparation of common principles of sustainable and resilient infrastructure; the development of work on cybersecurity; the identification of methodology on transition sectors and assets, and the collaboration between international financial organizations to work on pandemic risks.

Finally, the ministers thanked the Inter-American Development Bank for its commitment to the PA, in its role as Technical Secretariat of the Council of Finance Ministers, and technical ally for the development and implementation of initiatives aimed at strengthening the process of financial and economic integration of member countries of this regional integration mechanism.

XXII Meeting of Finance Ministers of the Pacific Alliance

The XXII Meeting of Finance Ministers of the Pacific Alliance was held in virtual format. The participants were the Minister of Finance of Chile, Ignacio Briones; the Minister of Finance and Public Credit of Colombia, Alberto Carrasquilla; the Secretary of Finance and Public Credit of Mexico, Arturo Herrera, and the Minister of Economy and Finance of Peru, María Antonieta Alva. The meeting was chaired by Minister Briones as Chile holds the pro tempore presidency of the Pacific Alliance.

Santiago, Chile (August 28, 2020) – The Finance Ministers of the Pacific Alliance met virtually in order to analyze the substantive challenges arising from the COVID-19 pandemic, as well as to review the progress made by the working groups of the Council of Finance Ministers, in fulfilling the presidential mandates established in the Lima Declaration.

During the meeting, the ministers exchanged experiences on the financial and economic measures taken to contain the emergency, as well as strategies for the early recovery of investment, job creation, and greater dynamism in economic activity.

Likewise, considering the magnitude of the pandemic in the region, they highlighted the relevance of the Pacific Alliance as a platform for the effective consolidation of economic and financial integration between the four countries, as well as to articulate international cooperation efforts.

The Ministers agreed on the importance of adapting fiscal and financial measures in order to continue supporting businesses and households, particularly those belonging to the most vulnerable groups, taking into account that this stage has been characterized by a period of confinement longer than expected and with negative effects on the economic growth of the bloc.

Additionally, they highlighted the importance of maintaining and strengthening international cooperation mechanisms in the face of current challenges. On the other hand, they reiterated their commitment to continue supporting the flow of financing to the productive sectors, with special emphasis on SMEs; the promotion of public investment in infrastructure, as a lever for economic recovery; the strengthening and integration of capital markets, to make them stronger and more resilient to future shocks; and the implementation of pro-employment policies.

For their part, the Ministers welcomed the progress made in recent months on Financial Integration and Tax Treatment, through the exchange of experiences and regulatory frameworks among the four countries, as well as the implementation of capacity-building activities. Similarly, considering the preponderant role that the digitalization of the economy plays in the current context, they agreed on the creation of the Cybersecurity Working Subgroup, which will generate a space for discussion to reduce the risk of occurrence and mitigate the impact of threats derived from cyber attacks to the financial sector.

Finally, the Ministers thanked the working groups for their efforts to achieve concrete results in this context, and reiterated the need to continue working on outstanding deliverables for the upcoming Pacific Alliance Summit.

XVIII Reunión de Ministros de Finanzas de la Alianza del Pacífico

Bali, Indonesia.- En el marco de las reuniones anuales de las juntas de gobernadores del Fondo Monetario Internacional y del Grupo del Banco Mundial, el 13 de octubre de 2018 se llevó a cabo la XVIII Reunión de Ministros de Finanzas de la Alianza del Pacífico en la ciudad de Bali, Indonesia.

En representación de sus ministros participaron: el subsecretario de Hacienda de Chile, Francisco Moreno; el viceministro General de Hacienda de Colombia, Andrés Pardo; el subsecretario de Hacienda y Crédito Público de México, Miguel Messmacher, y la viceministra de Hacienda de Perú, Betty Sotelo.

La reunión fue presidida por la viceministra Sotelo, en virtud de que Perú ostenta la Presidencia Pro-Tempore de la Alianza del Pacífico.

Los Viceministros de Finanzas de la Alianza del Pacífico (AP), en representación de sus titulares, se reunieron con la finalidad de revisar los avances derivados de la agenda de trabajo establecida en la Declaración de Puerto Vallarta, suscrita en julio de 2018, así como acordar las acciones a tomar en los próximos meses.

En materia de Integración Financiera, los viceministros acordaron la creación del Subgrupo de Mercado de Capitales, conformado por funcionarios de los ministerios de Finanzas y los reguladores de los cuatro países, el cual se encontraría encargado de fortalecer la integración de los mercados de capitales de los cuatro países a través del Mercado Integrado Latinoamericano (MILA) y del Pasaporte de Fondos.

En esa línea, este subgrupo tendrá la tarea de evaluar la conveniencia de impulsar medidas orientadas a armonizar aspectos operativos, así como el marco regulatorio y tributario necesario para promover la comercialización intrarregional de fondos.

Adicionalmente, se acordó el establecimiento del Subgrupo de Financiamiento Climático, el cual se encargará de evaluar mecanismos financieros para acceder a recursos enfocados a la adaptación y mitigación del cambio climático.

Por otro lado, también en el rubro de Integración Financiera, los países de la AP acordaron estudiar principios comunes en materia de ciberseguridad a considerar para sus sistemas financieros y mercados de capitales, tomando en cuenta los estudios y avances recientes realizados en la materia.

Respecto al área de Inversión en Infraestructura, se revisaron los Términos de Referencia para la selección del gestor del Fondo de Infraestructura de la Alianza del Pacífico (FIAP).

Con la aprobación de dicho documento, se podrá dar inicio al proceso de convocatoria de candidatos para el manejo del Fondo antes de finalizar este año. Asimismo, se acordó la elaboración de una consultoría que, tomando en cuenta los estudios previos en la materia, identificará principios comunes de inversiones bajo la modalidad de Asociaciones Públicas Privadas (APP) en los países de la AP.

En cuanto a la temática de Manejo de Riesgos Catastróficos, los viceministros de Finanzas ratificaron el interés de avanzar en la evaluación técnica de un mecanismo de transferencia de riesgo para la cobertura de eventos hidrometereológicos.

Adicionalmente, con el fin de mejorar el aseguramiento de bienes públicos, se decidió que Colombia y México, dada su experiencia, apoyen técnicamente a Chile y Perú en la iniciativa de consolidar los mecanismos necesarios para que, en el mediano plazo, se tenga un estándar común en el desarrollo de este tema.

Por último, en cuanto a los aspectos institucionales, se aprobó el “Reglamento Operativo de los Grupos de Trabajo”, el cual permitirá mejorar la coordinación entre los países, organizar las discusiones en las reuniones y reforzar los mecanismos de toma de decisiones y entrega de resultados. De igual manera, se reconocieron los acercamientos y colaboraciones que el Consejo de Ministros de Finanzas ha generado con la Unión Europea, Corea del Sur, y el Foro de Cooperación Asia-Pacífico (APEC).

En dicho marco, es importante resaltar que los Viceministros de Finanzas de la AP adoptaron la “Iniciativa Colaborativa entre APEC y Alianza del Pacífico en Asuntos Financieros”, que permitirá sentar las bases para cooperar en áreas de interés común de la Alianza con las 21 economías de la región de Asia-Pacífico.

XVII Summit of the Pacific Alliance will be held next week in Mexico

November 18, 2022.- The XVII Summit of the Pacific Alliance -bloc made up of Chile, Colombia, Mexico and Peru-, will take place in Mexico City, next Friday, November 25, headed by the President of Mexico, Andrés Manuel Lopez Obrador. The meeting will be attended by the representatives of the Candidates for Member State, Ecuador and Costa Rica, as well as representatives of Canada, Korea and Singapore in their capacity as Candidates for Associated State of the mechanism.

During the summit, Mexico will hand over to Peru the pro tempore presidency, which it will occupy from January 1, 2023. Mexico assumed the pro tempore presidency of the Pacific Alliance on January 26, 2022, at the Bahía Málaga-Buenaventura Summit in Colombia.

The preparatory agenda will begin on November 21 and 22 with the meeting of the National Coordinations at the headquarters of the Mexican Foreign Ministry; where, likewise, the meeting of the High Level Group (HLG) will take place on November 23.

The Council of Ministers, made up of ministers of Foreign Affairs and Foreign Trade from the four countries, as well as the Council of Finance Ministers, will also hold meetings prior to the meeting of the presidents, headed by the Minister of Foreign Affairs of Mexico, Marcelo Ebrard, the Minister of Economy, Raquel Buenrostro and the Minister of Finance, Rogelio Ramírez de la O.

In parallel, the VIII meeting of the Free Trade Commission will be held, the Business Council Summit of the Pacific Alliance (CEAP Spanish acronym) and the presentation of the book “The Pacific Alliance Facing its Second Decade”.

Se llevó a cabo la XVII Reunión de Ministros de Finanzas de los países de la Alianza del Pacífico. Participaron el Ministro de Hacienda de Chile, Felipe Larraín Bascuñán; el Ministro de Hacienda y Crédito Público de Colombia, Mauricio Cárdenas Santamaría; el Secretario de Hacienda y Crédito Público de México, José Antonio González Anaya; y el Ministro de Economía y Finanzas de Perú,

Carlos Oliva Neyra. La reunión fue convocada y presidida por el Ministro Mauricio Cárdenas, en virtud de que Colombia tiene la Presidencia Pro-Tempore de la Alianza del Pacífico

Bogotá, Colombia, 6 de julio de 2018. Los Ministros de Finanzas de la Alianza del Pacífico (AP) se reunieron hoy en la ciudad de Bogotá, Colombia, con la finalidad de revisar los avances y la agenda futura del Consejo de Ministros de Finanzas (CMF) de cara a la XIII Cumbre Presidencial de este mecanismo de integración, que tendrá lugar el próximo 24 de julio en Puerto Vallarta, México, y en la cual Perú asumirá la Presidencia Pro-Tempore.

Los Ministros destacaron los logros obtenidos por el CMF durante la Presidencia Pro-Tempore de Colombia incluyendo la suscripción de la Convención para Homologar el Tratamiento Impositivo de los Fondos de Pensiones; la emisión conjunta de un bono catastrófico regional para cubrir el riesgo sísmico por un monto de mil 360 millones de dólares; el avance en la constitución del Fondo de Infraestructura de la Alianza del Pacífico (FIAP) como vehículo para canalizar recursos tanto de inversionistas institucionales locales como de otros países; y la suscripción de la Declaración de Intenciones sobre el establecimiento del Vehículo de Inversión Colectiva (Pasaporte de Fondos).

Los Ministros anunciaron el acuerdo alcanzado sobre la definición de unos principios rectores que fomenten la discusión y el desarrollo de actividades FinTech en los países de la Alianza, tarea que fue desarrollada con el apoyo del Banco Interamericano de Desarrollo (BID).

Este documento establece la importancia de que la regulación FinTech responda a objetivos claros de política pública a la luz de los cuales se analice la pertinencia y prioridad de los aspectos o actividades a regular, entre los que destacaron la promoción a la innovación en la prestación de servicios financieros, la promoción de la competencia y la inclusión financiera; al mismo tiempo que se promueva la protección al consumidor y la integridad y la estabilidad del sistema financiero.

Estos objetivos encuentran complemento con los principios comunes acordados por los países de la AP, los cuales buscan un equilibrio entre la promoción del ecosistema FinTech y la protección del sistema financiero ante los riesgos que estas nuevas tecnologías conllevan, motivo por el cual la regulación FinTech en la región se enmarcará en los principios de flexibilidad para ajustarse rápidamente al dinamismo de la innovación; regulación por actividades independientemente del prestador del servicio; neutralidad tecnológica; proporcionalidad en función del nivel de riesgo; prevención del lavado de activos y el financiamiento del terrorismo; y coordinación y cooperación local, transfronteriza y público-privada.

En el marco de la reunión, se llevó a cabo el foro “Perspectivas Económicas de los países de la AP”, en el cual los Ministros resaltaron la resiliencia de sus economías frente a una serie de fuertes choques externos, el exitoso proceso de ajuste y la actual recuperación económica.

Asimismo, enfatizaron que la Alianza del Pacífico es un ejemplo claro de los beneficios del libre comercio y de ahí la importancia de profundizar estos procesos de integración en la región y en el mundo.

Por otra parte, los Ministros sostuvieron una reunión de alto nivel con representantes del Consejo Empresarial de la Alianza del Pacífico (CEAP) con el fin de identificar futuras áreas de trabajo para la construcción de la agenda de corto y mediano plazo. En ese sentido, ambas partes se comprometieron a identificar las medidas que permitirían un mayor aprovechamiento de los mecanismos de integración financiera.

De igual manera, los Ministros destacaron la importancia de las actividades desarrolladas durante la Presidencia Pro-Tempore de Colombia para promover la integración financiera regional, lo cual permitirá fomentar los flujos de inversión, las oportunidades de empleo y el crecimiento económico en los cuatro países.

Adicionalmente, los Ministros discutieron los posibles temas a trabajar durante la Presidencia Pro-Tempore de Perú, entre los cuales se resaltan fortalecer el CMF y profundizar los mecanismos de coordinación con el Consejo de Ministros (Relaciones Exteriores y Comercio Exterior), el CEAP y otros países.

Finalmente, los Ministros agradecieron al BID por el apoyo al establecimiento y funcionamiento de la Secretaría Técnica del CMF y sus Grupos de Trabajo, que ha contribuido a lograr las metas de integración financiera durante la Presidencia Pro-Tempore de Colombia.

XI Summit of the Pacific Alliance takes place in Chile

With the attendance of the presidents of Chile, Colombia, Mexico and Peru, the XI Summit of the Pacific Alliance will be held from June 28 to July 1, in the city of Puerto Varas, in southern Chile. The progress and prospects of this important integrative mechanism, as well as the challenges to promote the economic and social competitiveness of its member countries will be analyzed during this meeting, which will also be attended by delegates from the 49 observer countries.

Work will begin on June 28 with the meeting of the High Level Group (GAN), formed by the vice-ministers of Foreign Trade and Foreign Affairs of the four countries. The GAN is responsible for overseeing the progress of the technical groups, evaluating areas of opportunity and preparing proposals for projection and outreach to other countries and international organizations.

The Ministerial Meeting of the Pacific Alliance with the Observer Countries will take place the following day, which will be the starting point for the new work plan with those states. This event will seek to channel the collaboration programs and activities of the Pacific Alliance’s future projection through four panels that will focus on priority areas such as SMEs, Education, Science, Technology and Innovation and Trade Facilitation.

On June 30 the Ministers of Foreign Trade and Foreign Affairs will meet in order to make decisions regarding the development of the objectives and the specific actions provided in the Framework Agreement – the Alliance’s incorporation agreement – and in presidential statements.

 At the same time, the Business Summit of the Pacific Alliance will take place, in which more than five hundred business people from Chile, Colombia, Mexico and Peru will participate, attended by the leaders of the four countries, the presidents of Argentina and Costa Rica and more than 20 representatives from the Business Council of the Pacific Alliance. At the meeting, the vision of economic and financial integration, as well as innovation and the entrepreneurial role in the leadership of the Pacific Alliance will be analyzed, among other topics.

 The main date will be July 1, when Heads of State Michelle Bachelet of Chile, Juan Manuel Santos of Colombia, Enrique Peña Nieto of Mexico and Ollanta Humala of Peru, will meet to set new mandates that will guide the future of the Alliance . On this date, Peru will hand over the pro tempore Presidency to Chile, which will be in charge of leading the implementation of the mandates.

 The accession of 49 Observer Countries with which substantial work plans are being developed under a new cooperation scheme is a reflection of the deep interest that exists around the world for this integration mechanism. The Summit will also be attended by representatives of the Inter-American Development Bank (IDB), the Organisation for Economic Co-operation and Development (OECD), the European Union (EU), and international organizations that have been supporting the Alliance’s integration projects.

Five years after its creation on April 28, 2011, the Pacific Alliance is a solid mechanism that as a whole is the world’s eighth-largest economy, formed by countries with an outstanding economic performance in the region.

 Its pillars are the free movement of goods, services, capital and people on a main axis of cooperation.
