Second Dialogue between the Pacific Alliance and the European Union on the reactivation of the tourism sector

About 25 representatives of the public and private tourism sectors of the countries of the Pacific Alliance and the European Union discussed how to recover tourism.

December 2, 2020 – The Pacific Alliance (PA) and the European Union (EU) jointly organized the conference “Dialogues for a sustainable and digital post-COVID recovery of the tourism industry”, with the aim of improving knowledge and sharing experiences to mitigate the global impact of the pandemic on the tourism sector. The conference took place in virtual format on December 1 and 2, 2020.

The PA and the EU are committed to promoting a post-COVID recovery of the tourism sector, emphasizing a more digitized and sustainable sector. Tourism is of key importance to/in the economies of both blocs and has been severely affected by the pandemic. Losses are estimated at US$15 billion in the AP countries this year and the arrival of international tourists to Europe shows a reduction of about 60% in 2020, compared to data from 2019.

During the event, perspectives were exchanged and experiences shared between the public and private sectors to overcome and facilitate the recovery of the activity. Emphasis was placed on SMEs, which represent approximately 90% of business in both blocs.

At the opening, Brian Glynn, Executive Director for the Americas of the European External Action Service (EEAS) of the EU, noted that “the EU and the Pacific Alliance are well positioned to work together on the sustainable and digital recovery of the tourism sector. The digital economy and environmental issues are the main priorities in our cooperation”.

“We find this second event key, with which we are learning first-hand the experience of the result of the measures adopted after the summer season in the European continent, and which will help us prepare for the summer in the southern hemisphere,” said Angélica Romero, Director General (S) of Multilateral Economic Affairs, SUBREI, of the Chilean Ministry of Foreign Affairs, who participated in her capacity as representative of the pro tempore presidency of Chile of the Pacific Alliance.

The list of high-level speakers included representatives from the European Commission (DG GROW), tourism sector authorities from France, Spain, Portugal and the Alliance countries, as well as representatives from the United Nations World Tourism Organization. Also present were some of the major EU tourism associations and private sector representatives from the PA who exchanged positions on the best strategies to support the recovery of the tourism industry.

In addition, during the Dialogue, companies that have developed successful experiences with sustainable and digital models in their businesses shared solutions for the sector.

The national director of Sernatur, Andrea Wolleter, valued the event and said that “this type of dialogue allows us to build the bridges that our industry needs, because it not only brings together a global problem, but also allows us to gather successful experiences and design strategies that help us recover our industry and boost the economy of our countries.

Se realizó última ronda del año de las reuniones de los Grupos Técnicos de la Alianza del Pacífico

Alianza del Pacífico, (Dic 10/17) Más de 160 funcionarios de la Alianza del Pacífico (Chile, Colombia, México y Perú) se reunieron entre el 11 y el 13 de diciembre en Bogotá para lograr avances en los temas priorizados en la Declaración de Cali realizada el pasado mes de junio en Colombia.

Los grupos que sesionaron fueron: Asuntos Institucionales, Agenda Digital, CE – CEAP, Cooperación, Cooperación Regulatoria, Cultura, Educación, Estrategia Comunicacional, Género, Innovación, Movilidad de Personas, Pymes, Relacionamiento Externo y Turismo.

Esta jornada se desarrolló de manera paralela en la Cancillería de Colombia y en el Ministerio de Comercio, Industria y Turismo. Cada grupo realizó un informe del estado de avance de los temas que les competen y de las actividades a desarrollar en 2018.

La Alianza del Pacífico es una de las iniciativas de integración más exitosas de la región y desde su creación en 2012, busca la libre movilidad de bienes, servicios capitales y personas entre los cuatros países que conforman el mecanismo. Colombia ostenta la Presidencia Pro Témpore de este mecanismo desde el 30 de junio de 2017.

Se realizó en Bogotá el I Encuentro sobre Reconocimiento de Títulos y Grados de los países de la Alianza del Pacífico

Alianza del Pacífico. (nov. 23/17) Del 29 de noviembre al 1 de diciembre se llevó a cabo en Bogotá, Colombia, el I Encuentro sobre Reconocimiento de Títulos y Grados de los países de la Alianza del Pacífico (Chile, Colombia, México y Perú).

En cumplimiento de los compromisos establecidos por el Grupo Técnico de Educación en la XII Cumbre de la Alianza del Pacífico realizada el pasado 30 de junio en Cali, Colombia, esta jornada de trabajo tuvo como objetivos: generar capacidades institucionales en el tema de reconocimiento de títulos, grados y diplomas extranjeros, a través de experiencias internacionales y de casos prácticos; y realizar un diagnóstico e intercambio de experiencias para la construcción de un mecanismo de integración regional que facilite el reconocimiento de títulos en la región de los países de la Alianza del Pacífico.

La Alianza del Pacífico nació como una iniciativa económica y de desarrollo entre cuatro naciones de América Latina: Chile, Colombia, México y Perú. La clave está en la articulación de fuerzas más allá de las fronteras territoriales. Este es un mecanismo de articulación política, económica, de cooperación e integración que busca encontrar un espacio para impulsar un mayor crecimiento y mayor competitividad de las cuatro economías que la integran. Los miembros de la Alianza del Pacífico confían que esto es posible a través de un avance progresivo de la libre circulación de bienes, servicios, capitales y personas.

En este marco, en octubre del año 2014 se conformó el Grupo Técnico de Educación, cuyo énfasis está dado en la Educación Técnico Profesional. La creación de este grupo técnico, resulta sustantivo para desarrollar el capital humano e impulsar la productividad y la competitividad de las economías de la Alianza del Pacífico, con miras a contribuir a la superación de la desigualdad socioeconómica y lograr los objetivos de las políticas de inclusión social de la región.

Se firmó Memorando de Entendimiento entre las cuatro Cámaras de Comercio de la Alianza del Pacífico

Bogotá, Colombia (Junio 27 de 2018)_Las Cámaras de Comercio de Chile, Colombia, México y Perú, y el Consejo Empresarial de la Alianza del Pacífico (CEAP) dieron un paso más para promover y dinamizar el intercambio comercial de los cuatro países con otras economías al firmar en Bogotá un Memorando de Entendimiento.

El evento que se realizó en el marco del foro ‘Alianza del Pacífico, un desafío empresarial’, en Bogotá, tuvo la participación de Mónica De Greiff, presidenta ejecutiva de la Cámara de Comercio de Bogotá; Yolanda Torriani, presidenta de la Cámara de Comercio de Lima; Peter Hill, presidente de la Cámara de Comercio de Santiago de Chile, y Martín Carrizosa, presidente del Consejo Empresarial de la Alianza del Pacífico, quienes se encargaron de firmar el acuerdo.

Durante el acto, el presidente de Colombia, Juan Manuel Santos, destacó que la Alianza ya está posicionada ante el mundo y lo que se ha hecho es tomar medidas prácticas que ayuden a convertirla en un receptor de inversión. “La Alianza del Pacífico la tengo entre los hechos importantes que le dejamos a los próximos gobiernos y generaciones”.

Este acuerdo firmado entre las cuatro Cámaras de Comercio también permitirá el fortalecimiento de los sectores empresariales de los países de la Alianza del Pacífico, como muestra del compromiso por seguir generando vínculos comerciales que tengan un verdadero impacto y alcance en diversas economías.

En el foro se discutieron, además, seis temas fundamentales para la Alianza del Pacífico: cadenas globales de valor, infraestructura pública y participación privada, inversión, economía digital, integración financiera y medio ambiente, los cuales fueron discutidos en paneles por autoridades del sector.

Felicitamos a los jóvenes seleccionados en esta Convocatoria, quienes tendrán la oportunidad de realizar actividades encaminadas a contribuir al fortalecimiento de la integración regional y al desarrollo local en representación de sus países.

Representatives of the Pacific Alliance countries in Indonesia highlight work priorities with ASEAN

April 5, 2024. – This week in Jakarta, Indonesia, on the occasion of the start of the pro tempore presidency of the Pacific Alliance Chile 2024, the Ambassador of Chile, Mario Artaza, received at his residence the heads of the missions of the four countries that make up the Pacific Alliance (PA): Tatiana Rodriguez, Chargé d’Affaires of Colombia; Alonso Gomez, Chargé d’Affaires of Mexico; and Ambassador Luis Tsuboyama of Peru; and representatives of the local government and diplomatic sphere, the Indonesian Chamber of Commerce and Industry, and local companies.

The activity began with a virtual greeting from the Vice Minister of Trade of Chile, Claudia Sanhueza, who referred to the work projected for this year in the Pacific Alliance, the Joint Work Plan between the PA and the Association of Southeast Asian Nations (ASEAN), as well as highlighting the relevance for the economies of a greater participation of women in leadership and business development.

During the activity, Ambassador Artaza shared the PA’s work priorities with ASEAN, including the resumption of the meeting of Pacific Alliance and ASEAN ministers, within the framework of the General Assembly of the United Nations (UN), as part of efforts to increase political and cooperation ties.

The Pacific Alliance and ASEAN have maintained a formal level of relationship since 2016, so the ASEAN General Secretariat in Jakarta, Indonesia, is the neuralgic point for the development of the work agenda with the organization. The closeness between both regional integration blocs is manifested through cooperation projects in areas such as gender equity, tourism, marine debris management, among others; annual meetings at the technical level between the PA National Coordinators and the ASEAN Permanent Representatives Committee and frequent meetings at the political level between the Ministries of Foreign Affairs of both blocs, in the context of the UN General Assembly.

Public-Private Roadmap for the development of MSMEs and entrepreneurship in the Pacific Alliance approved

It seeks to establish and measure the progress of common policies in the countries of the Alliance, taking advantage of the potential of smaller companies as an engine for regional integration, productive transformation and inclusive productivity growth.

December 17, 2024.- The Council of Ministers of the Pacific Alliance (PA), meeting in Santiago, Chile, approved on December 13 the Public-Private Roadmap for the Development of MSMEs and Entrepreneurship, a cross-cutting initiative that seeks to establish and measure the progress of common policies in the countries of the Alliance, taking advantage of the potential of smaller companies as a driver of regional integration, productive transformation and inclusive productivity growth.

This Roadmap, led by the PA Technical Group on SMEs and Entrepreneurship (GTPyme), is based on the study of the Public Policy Index for Small and Medium-Sized Enterprises: Latin America and the Caribbean, a methodology developed by the Organization for Economic Cooperation and Development (OECD) with the support of the Development Bank for Latin America -CAF and the Latin American and Caribbean Economic System (SELA).

The initiative arose during the First Meeting of PA Exporting SMEs, held in November 2022 in Lima, Peru, where the need to promote the growth, development and competitiveness of business activity within the economies of member countries was identified.

The importance of this Roadmap lies in two key aspects: It fosters collaboration: as a public-private tool, it facilitates collaboration between key actors to establish shared objectives and joint strategies, which allows addressing challenges more effectively; It promotes transparency: its public nature guarantees open access to information and reinforces accountability in the implementation of agreed policies.

The Public-Private Roadmap for the Development of MSMEs and Entrepreneurship was developed on the basis of nine pillars:

  1. Institutional framework;
  2. Operating environment;
  3. Access to financing;
  4. Business development services / Public procurement;
  5. Innovation and technology;
  6. Productive transformation;
  7. Market access and internationalization;
  8. Digitalization; and
  9. Green economy.

The GTPyme will be in charge of its implementation and coordination with the private sector, academia and civil society.

In addition, in the context of the Roadmap for the Digital Market, the PA GTPyme agreed on the Action Plan “Strengthening the capacities of Micro, Small and Medium-sized Enterprises in their insertion in cross-border electronic commerce between the countries of the Pacific Alliance”, in order to promote the participation of MSMEs in cross-border electronic commerce between the PA countries, and with a duration of two years.

The objectives of the Action Plan are to improve the capacities of a group of selected MSMEs, based on an equal participation of companies owned and/or led by women as a selection criteria, so that they become recurring exporting companies to other PA countries, through cross-border e-commerce.

Public-Private Dialogue: Public-Private Roadmap for the Development ofMSMEs and Entrepreneurship in the Pacific Alliance

9 November 2023.- Within the framework of the II Meeting of the SME Exporter of the Pacific Alliance (PA), which took place on November 9 and 10, in the city of Lima, Peru, the Public-Private Dialogue was held in relation to the proposal of the Public-Private Roadmap, which is currently being developed by the PA SME and Entrepreneurship Technical Group, with a view to promoting the growth, development and competitiveness of the business activity of MSMEs in the economies of the member countries of the Pacific Alliance.

The Dialogue aimed to establish a shared understanding of the challenges faced by MSMEs and entrepreneurship in the four countries and how the public and private sector can jointly address them; the promotion of cooperation between the public sector, businesses and other stakeholders to implement effective measures in support of MSMEs and Entrepreneurship; analyzing the impact of previous policies and programs related to MSMEs and Entrepreneurship, and determining what has worked and what needs to be improved; and promoting transparency in the decision-making process with all stakeholders.

This activity was led by the Pacific Alliance SME and Entrepreneurship Technical Group, with the participation of international organizations, including the IDB, OECD and ECLAC, representatives of micro, small and medium-sized companies, representatives of cooperatives and trade associations, and representatives of the PA Business Council (CEAP).

It should be noted that this type of dialogue is essential to facilitate collaboration with a view to establishing shared objectives and joint work strategies to address challenges more effectively.

Promotion Agencies of the Pacific Alliance open registrations to participate in LAB4+

The Pacific Alliance Entrepreneurship and Innovation Forum expands its horizons to the European market.

October 7, 2024.- The Pacific Alliance announced the opening of the calls for the XI version of the Entrepreneurship and Innovation Forum LAB4+. The activity will take place from November 20 to 23, 2024 at the Bicentennial Park, Vitacura, in Santiago, Chile.

This year, under the pro tempore presidency of Chile, the Forum will be part of EtM Day, the largest innovation meeting in the region held annually in Santiago de Chile; and will seek to enhance the impact of service and innovation companies from Chile, Colombia, Mexico and Peru, and North America, expanding its reach to European markets.

LAB4+ has established itself as an iconic event for the export of services based on technology and innovation, being a key meeting point between entrepreneurs, investors, buyers and exporters of the 4.0 industry ecosystem of the member countries of the Pacific Alliance. This year, the link with the European ecosystem reinforces the Forum’s commitment to position the Alliance as a regional integration bloc that promotes entrepreneurship, innovation and trade in services.

About the activity

Organized by the Technical Group of Promotion Agencies of the Pacific Alliance (ProChile, ProColombia, Secretariat of Economy of Mexico and PromPerú), the LAB4+ Forum will offer a complete experience with four main components.

  1. Academic Agenda/Conference Program: Experts from the innovation ecosystem and representatives from promotion agencies will share their knowledge on key topics for business development in the prioritized markets. In addition, there will be academic support for startups to prepare their pitches.

  2. Orientation sessions: Leaders of companies in target sectors will present key aspects for doing business in the selected markets.

  3. Business Roundtable: Exporting companies from the AP bloc will present their offer to international buyers, with the aim of generating effective business meetings.

  4. Pitch Sessions: Startups from the AP block will present their innovations to major international investors, with a focus on sectors such as FinTech, HealthTech, AgriTech, EdTech, PropTech, among others.

Companies interested in participating in the Business Roundtable or Pitch Sessions must register through the official website of the event, completing the registration form before October 30. These registrations will be validated by the promotion agencies of each country and the selected companies will receive a confirmation email.

Progress in the Regional Digital Market

The PA Council of Ministers approved a key update for the digital transformation of the Pacific Alliance.

December 16, 2024.- On December 13, the Pacific Alliance Council of Ministers approved the update of the Regional Digital Market Roadmap (MDR), a key document that seeks to boost digital transformation in the region, adapting to new technologies and emerging trends such as Artificial Intelligence. In addition, essential areas such as intellectual property will be strengthened to create a more robust and modern digital environment.

The work that led to this MDR Roadmap began in the 2020 Presidential Declaration of the Pacific Alliance, where the objective of improving access to digital services and products and fostering the digital economy as an engine of growth is outlined. Since then, important meetings and dialogues have been held with the participation of governments, academia and the private sector to review and update this plan. The first version of this Roadmap, which saw the light of day in 2021, marked an important milestone in the joint work of the Pacific Alliance member countries to strengthen digital trade and promote an inclusive and sustainable digital ecosystem.

In February 2024, the Subcommittee on Digital Economy (SCED) met to review the status of the Roadmap, agreeing on the need for updates to keep the actions and objectives outlined in place. Thus, in July, the Regional Digital Market Dialogue made it possible to present these updates to actors from the private sector, civil society, academia and trade associations, gathering valuable contributions from experts and aligning the proposals with the current needs of the region.

This update contemplates two cross-cutting objectives: to ensure that the evolution of the digital economy is inclusive, with greater collaboration between all sectors; and incorporates a follow-up system to monitor progress and keep all members of the Alliance informed about the progress of the initiatives. This will ensure that the goals are met and that digital trade continues to grow in the region.
