Inicia en Ciudad de México la XXX Ronda de Grupos Técnicos de la Alianza del Pacífico

Alianza del Pacífico (mayo 22/18) Del 22 al 24 de mayo se realiza en Ciudad de México la XXX Ronda de Grupos Técnicos de la Alianza del Pacífico, la última reunión que sostendrán antes de la próxima Cumbre Presidencial.

Los grupos revisarán el estado de avance del cumplimiento de sus respectivos mandatos presidenciales emanados de la Declaración de Cali, del 30 de junio de 2017. Además, revisarán los entregables para la próxima Cumbre Presidencial de la Alianza del Pacífico, que se realizará el 24 de julio en Jalisco, México, donde Colombia entregará la Presidencia Pro Témpore del mecanismo a Perú.

Otra de las tareas que se discutirá en la ronda de reuniones es plantear los nuevos mandatos en que trabajará cada Grupo Técnico para el año próximo.

En esta ronda sesionan 15 grupos técnicos: Agencias de promoción, Agenda digital, Asuntos Institucionales, CE-CEAP, Cooperación, Cooperación regulatoria, Cultura, Educación, Estrategia comunicacional, Facilitación del comercio, Género, Movilidad de personas y Subgrupo de seguridad, Pymes, Relacionamiento externo, y Servicios y capitales.

Inicia en Chile reunión de Grupos Técnicos de la Alianza del Pacífico

Con la presencia de funcionarios de los Gobiernos de Chile, Colombia, México y Perú inició hoy, en Santiago,‬ el primer día de sesiones de los grupos técnicos de la Alianza del Pacífico.

Los encuentros de trabajo, incluyen las reuniones de los grupos de Relacionamiento Externo, Cooperación, Cooperación Regulatoria, Comité de Expertos del Consejo Empresarial de la Alianza del Pacífico (CE-CEAP), Asuntos Institucionales, Facilitación del Comercio, Agenda Digital, Servicios y Capitales, Compras Públicas, y Encadenamientos Productivos.

Informal dialogue between the Pacific Alliance Presidents and the APEC Leaders

On occasion of the XXIII Asia Pacific Economic Cooperation Forum (APEC) Summit, was held today the “Informal Dialogue between the Pacific Alliance (AP) & APEC”, which was co-chaired by the President of Peru, Ollanta Humala, as President Pro Tempore of the Pacific Alliance and the President of Philippines, Benigno Simeon Aquino III, Chair of APEC. Also attended the Presidents of Chile, Colombia and Mexico, and the leaders of APEC.

The meeting aimed at discussing opportunities in the agendas of both mechanisms, and represents for the Pacific Alliance an opportunity to boost its global projection, with special emphasis on Asia, a goal of said integration process.

During the meeting progress of each of the regional economic integration processes was analysed, their similarities were examined, a wide range of issues covered by each process were highlighted. Similarly, opportunities for collaboration were discussed.

APEC is the largest multilateral economic forum of economic and political importance in the Asia-Pacific. Created in 1989 its main objective is to support sustainable economic growth and prosperity for the Asia-Pacific region. Its 21 member economies are Australia, Brunei Darussalam, Canada, Chile, China, Korea, USA, Philippines, Hong Kong-China, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, Russia, Singapore , Taipei China, Thailand, and Vietnam. APEC economies represent the 56% of world production and the 46% of global trade.

It should be noted that Australia, Canada, China, Korea, USA, Indonesia, Japan, New Zealand, Singapore, and Thailand, are both APEC members and observer states of the Pacific Alliance.

The Pacific Alliance is the regional integration initiative formed on April 2011 by Chile, Colombia, Mexico, and Peru. It represents the eighth world economy, accounting for 37% of gross domestic product and 52% of foreign trade in Latin America and the Caribbean.

IIPA-AP Network researchers participate in course on oceanographic data processing

The Pacific Alliance Network of Fisheries and Aquaculture Research Institutions (IIPA-AP Network) has agreed to promote and share training opportunities on topics of interest to the institutions of the member countries.

June 4, 2024.- During April and May 2024, the course “Phyton: Pre-processing of geophysical data for Hydrodynamic Models” was held virtually, organized by the Fisheries Development Institute (IFOP) of Chile, with the participation of researchers from the Pacific Alliance Network of Fisheries and Aquaculture Research Institutions (IIPA-AP Network).

The course, which was given by Dr. Frank Oyala of the Baja Marine Science Project of Mexico, aimed to train professionals in the mastery of Phyton programming, providing them with the necessary skills to acquire, analyze and visualize oceanographic data efficiently. The instructor indicated that “the participants were always attentive and expectant of what would be generated in each session during the course, they were motivated and surprised by the versatility and friendliness of the programming language, as well as by the multiple tools that Python offers for their work”.

In addition to researchers from IFOP, a researcher from the Peruvian Sea Institute (IMARPE), a researcher from the José Benito Vives de Andréis Marine and Coastal Research Institute (INVEMAR) from Colombia, and two researchers from the National Institute of Fisheries Research and Development (INIDEP) from Argentina also participated.

After the course, Katherine Vásquez from IMARPE pointed out the excellent development of the course in terms of subject matter and teaching methodology, since it not only addressed the topic of data processing and generation of figures, but also “showed in detail how to download the files themselves, even in a massive way, to be able to make our own climatological calculations of different variables and show the spatial distribution of these variables and their anomalies”.

For her part, Kelis Romaña of INVEMAR indicated that satellite and reanalysis products (due to their coverage and development) allow variables to be extracted at different scales, whose processing is facilitated using programming languages such as R, Matlab and Python. “This course provided us with the basic tools to initiate, strengthen and/or facilitate the pre-processing of oceanographic databases in Python”.

The executive director of IFOP, Gonzalo Pereira, highlighted the importance of generating this type of space where professionals from the different institutions that carry out research in fisheries and aquaculture in the region can develop and/or strengthen their capacities. Pereira said: “In IFOP we will continue promoting this type of initiatives that seek to promote capacity building for the generation of better information for decision making in our countries”.

II Meeting of the Exporting SME of the Pacific Alliance promotes internationalization of MSMEs in the region

November 9.- With the participation of representatives of trade unions, chambers of commerce, entrepreneurs, exporting companies and companies with export potential, the II Meeting of the Exporting SME of the Pacific Alliance was held in Lima, Peru.

The activity organized by the PA Business Council (CEAP), with the support of the Technical Group on SMEs and Entrepreneurship of the Pacific Alliance, aimed to promote the internationalization of MSMEs in the region.

During the meeting, topics related to the sustainability management of SMEs in the Pacific Alliance, digitalization and financial inclusion, e-commerce and artificial intelligence for SMEs were addressed.

Success stories of SMEs exporting goods and services from the countries that make up this mechanism were also presented.

The event was inaugurated by the Minister of Production of Peru, Ana María Choquehuanca, and the Minister of Foreign Trade and Tourism, Juan Carlos Mathews, in their capacity as pro tempore presidency of the mechanism.

Household cleaning products within the Pacific Alliance will circulate under the same rules of the game

April 30, 2021 – The Ministers of Trade of the member countries of the Pacific Alliance – Chile, Colombia, Mexico and Peru – signed Decision number 11, through which they harmonize technical and sanitary requirements and eliminate those considered unnecessary for the trade of cleaning products between the four countries.

This is one more step in the facilitation of trade within the integration mechanism, which contributes to the consolidation of deep integration and the increase of trade, in the search for the reactivation of these economies.

The signing of this Decision resulted from the meeting of the Free Trade Commission of the Pacific Alliance, which took place within the framework of the celebration of the 10th anniversary of the creation of the integration mechanism, during the pro tempore presidency of Colombia.

The decision eliminates technical barriers to trade in this type of products, such as, for example, that none of the four countries will require a certificate of free sale for their commercialization in any of the territories. They also agreed to adopt or strengthen a model based on market surveillance, based on international regulatory best practices.

The countries also harmonized the requirements to be met by the labels of cleaning products, which translates into the elimination of additional costs caused by relabeling when importing some of these goods from these countries.

Likewise, the effort of the countries in the commitment to eliminate the Mandatory Health Notification number and the sanitary registration number on the labeling of these products, within a period of 3 years, is highlighted.

This regulatory harmonization applies to household cleaning products whose purpose is to remove dirt, aromatize or deodorize the environment, protect, care for, clean, wash, condition, disinfect or sanitize objects, utensils, fabrics, clothing, furniture and surfaces in different areas of the home or similar facilities.

High-Level Group of the Pacific Alliance meets in Lima

October 18, 2023.- The High Level Group (GAN) of the Pacific Alliance (PA), which brings together deputy ministers of Foreign Affairs and Foreign Trade, as well as their representatives, from Chile, Colombia, Mexico and Peru, met on Wednesday, October 18, 2023 in Lima.

The high authorities reviewed the status of the processes with the candidates for Associate States and the accession of new full members of the integration mechanism.

The GAN also reviewed the preparations for the following events: (i) II Meeting of PA Exporting SME, to be held on November 9 in Lima with a view to benefiting MSMEs of the four countries; (ii) V PA Cooperation Forum with Observer States, and (iii) the next meeting of PA National Coordinators with the Permanent Representatives Committee of the Association of Southeast Asian Nations (ANSEA), to advance joint activities and exchanges on topics of common interest.

The authorities also received representatives of the Pacific Alliance Business Council (CEAP), made up of the private sector of the four countries, to learn about their initiatives and recommendations. Representatives of the Inter-American Development Bank (IDB), a strategic partner of the PA, also attended the virtual meeting to follow up on the valuable technical-financial support of this institution in the development of topics such as innovation, environment, gender, among others.

The meeting was attended by Ignacio Higueras, Vice Minister of Foreign Affairs, and Teresa Mera, Vice Minister of Foreign Trade, for Peru, which currently holds the pro tempore presidency of the mechanism; for Chile, Marcela Otero, Director General for Multilateral Economic Affairs, representing the Undersecretary for International Economic Relations, Claudia Sanhueza; for Colombia, Luis Felipe Quintero, Vice Minister of Foreign Trade, and Ambassador Javier Higuera, Director of Regional Coordination and Integration Mechanisms, on behalf of the Vice Minister of Multilateral Affairs, Elizabeth Taylor Jay, and for Mexico, Vicente Peredo, head of the International Trade Negotiations Unit of the Ministry of Economy, and Gerardo Serrano, director for Regional Integration in Latin
America and the Caribbean of the Ministry of Foreign Affairs.

VIII Pacific Alliance Youth Meeting

In the morning, the GAN authorities attended the inauguration of the “VIII Pacific Alliance Youth Meeting”, an event organized by Nestlé, which brings together young people from the PA, together with the private sector, the public sector and academia, in order to promote youth employability in the region. The meeting was attended by young people from Chile, Colombia, Mexico and Peru representing the PA countries, and from Ecuador and Costa Rica as special guests.

It should be noted that at the end of September, the International Job Fair was also held virtually, where 102 companies offered 4,500 job opportunities.

High Level Group of the Pacific Alliance gathers in Lima

August 26, 2022.- Based in Lima, Peru, today the meeting of the High Level Group of the Pacific Alliance (GAN) was held, a body made up of Vice Ministers of Foreign Affairs and Foreign Trade of Chile, Colombia, Mexico and Peru, in order to discuss issues on the common agenda.

On this occasion, the high officials evaluated the progress presented by the Technical Cooperation Group and the PA Cooperation Council, as well as commercial issues for the benefit of the four countries. Likewise, they approved the projects presented at the juncture of the 2022 Call for the Cooperation Fund of the Pacific Alliance.

Likewise, the analysis of the expressions of interest of Ecuador and Costa Rica to join the mechanism continued and it was approved to recommend to the Council of Ministers of the Pacific Alliance the admission of Malta as a new Observer State.

The High Level Group welcomed the forthcoming IV Cooperation Forum, on August 30 and 31, with the purpose of exploring opportunities for international cooperation with regional blocs, Observer States and other allied entities of the PA on issues such as creative industries, environment and sustainability, etc.; as well as the celebration of the VII AP Youth Meeting that seeks to bring together young people from the four countries in an event based in Mexico City.

Finally, the GAN received representatives from the Business Council of the Pacific Alliance (CEAP), a body made up of the private sector of the four countries, in order to learn about their contributions to the mechanism.

Participating in the meeting for Mexico, current pro tempore presidency of the mechanism, were Luz María de la Mora, Undersecretary of Foreign Trade of the Ministry of Economy, and Efraín Guadarrama, General Director of American Regional Organizations and Mechanisms, of the Ministry of Foreign Affairs; for Chile, José Miguel Ahumada, Undersecretary for International Economic Relations; for Colombia, Laura Gil, Vice Minister of Multilateral Affairs of the Ministry of Foreign Affairs, and Luis Felipe Quinteros, Vice Minister of Foreign Trade of the Ministry of Commerce, Industry and Tourism; and for Peru, Ana Cecilia Gervasi, Deputy Minister of Foreign Affairs of the Ministry of Foreign Affairs, and Miguel Palomino, Deputy Minister of Foreign Trade of the Ministry of Foreign Trade and Tourism.

Hasta el 16 de febrero se recibirán postulaciones a las becas que el Gobierno de Hungría otorga a los países de Alianza del Pacífico

Alianza del Pacífico (Noviembre 21 de 2017) El Gobierno de Hungría ofrece ocho becas para estudios de licenciatura, maestría y doctorado en ciencias de la ingeniería en áreas vinculadas al agua, agricultura y saneamiento a través de la Alianza del Pacifico y en particular, de su Plataforma de Movilidad Estudiantil que tiene el propósito de contribuir a la formación del capital humano de alto nivel en los cuatro países.

Los estudios se realizarán en universidades públicas de Hungría de alto reconocimiento en las áreas de la oferta académica y la modalidad de estudios será presencial. Los documentos exigidos deben ser ingresados a la plataforma on line con plazo máximo al 31 de enero de 2018, hasta las 23.59 horas, hora central europea.
Una guía para el sistema online estará disponible para descargar del sitio: www.stipendiumhungaricum.hu en el apartado “Call for Applications 2018/2019”, en diciembre.

Las becas incluyen todos los costos académicos, el alojamiento, seguro médico y se otorgará una manutención mensual en moneda nacional de Hungría (Forint húngaro) de HUF 40460 (aprox EUR130) para licenciaturas y maestrías; y de HUF 140000 (aprox EUR 455) para estudiantes de doctorado. Es importante aclarar que la beca no incluye pasajes de ida y regreso, desde y hacia países de origen, de las personas seleccionadas.

La Alianza del Pacífico nació en 2011 como una iniciativa económica y de desarrollo entre cuatro naciones de América Latina: Chile, Colombia, México y Perú. La clave está en la articulación de fuerzas más allá de las fronteras territoriales. Este es un mecanismo de articulación política, económica, de cooperación e integración que busca encontrar un espacio para impulsar un mayor crecimiento y mayor competitividad de las cuatro economías que la integran.
