First Meeting of Ministers of Culture and participation of the Pacific Alliance in the International Cervantino Festival

Today, one of the most effective ways for a country to achieve its objectives strategies is through international alliances. Forming mechanisms of integration with countries with common cultural identity initiatives can build a participatory and consensual manner, in support of its participants. This is the path chosen by the Pacific Alliance, which has begun to strengthen ties of cooperation to create the conditions for growth, development and competitiveness.

The International Cervantino Festival adds to the historical agenda that Mexico has with Latin America for the establishment of projects of innovation and entrepreneurship in the arts, and this year is honored to have as guest of honor countries that are part of the Alliance Pacific.

Emblematic examples are presented at the forty-third edition of the Festival, where cultural affinity, language and even geographical location, are virtues that become a potential for intellectual and creative development as well as collective reflection and self-criticism.

Within the Festival, will be held the “Meeting of Ministers of Culture of the Pacific Alliance”, on 7 October in the city of Guanajuato, in order to strengthen ties of cooperation and integration existing well as to discuss issues related to cultural cooperation among member countries.

The recent creation of the Technical Group of Culture will promote the integration and strengthening of entrepreneurship in cultural and creative industries directly affect the economic growth of member countries, to position the identity, diversity and creativity of the citizens in this block regional. At the same time, it will be compliant with the mandate to protect, preserve, safeguard and promote the cultural heritage in all its manifestations.

First Business Meeting on Sustainable Tourism of the Pacific Alliance

  • A space to learn about the best of the sustainable tourism offerings of Chile, Colombia, Mexico and Peru, identify synergies and establish strategic alliances.

August 4, 2023 – Within the framework of the Pacific Alliance Tourism Cooperation Agreement, the entities responsible for international tourism promotion in the four countries – Chile’s National Tourism Service (SERNATUR), ProColombia, Mexico’s Secretariat of Tourism (SECTUR), and PROMPERÚ – receive each year the mandate to manage strategic alliances, and develop joint promotional tools and actions aimed at both the business sector and the end public in order to boost the marketing of Pacific Alliance tourist destinations and contribute to increasing the flow of tourists within the region and from third markets to the countries of the bloc.

It should be noted that one of the pillars of the Pacific Alliance is sustainability, thus contributing to one of the priorities of the 2030 Agenda for Sustainable Development of the countries of the bloc. Taking into account the situation generated by the pandemic, international tourists are demanding a new way of doing tourism, with sustainability being a requirement in all sectors of economic activity. Studies such as the recent analysis of Expedia Group, endorse the importance of sustainability in destinations, since 90% of travelers are looking for more sustainable travel options and 7 out of 10 of them have discarded a destination for fear that their sustainable practices are not real.

Given the above, is that within the activities contemplated in the Work Plan 2023 of the Pacific Alliance, is the 1st Sustainable Tourism Business Meeting, which is carried out as an innovative edition of the past Pacific Alliance Tourism Macro-Rounds that were developed from 2014 to 2021.

The development of this meeting organized by the PA will bring together entrepreneurs and academics from the tourism sector of Chile, Colombia, Mexico and Peru, so they can share experiences and best practices on management, projects or tourism products based on the sustainability component in order to generate new business opportunities and strengthen existing ones.

This meeting will be held on August 9, 16 and 17, virtually, through various spaces to strengthen the sustainable tourism offer of the Pacific Alliance through the exchange of best practices and experiences, training, identification of synergies and strategic alliances in order to generate new business opportunities between inbound and outbound companies of the countries that make up the bloc.

Financiación en la Alianza del Pacífico: “Fondo de Capital Emprendedor y red de inversionistas Ángeles AP”

Alianza del Pacífico (mayo 11/18).Uno de los retos más importantes de la Alianza del Pacífico es fortalecer el ecosistema de innovación y emprendimiento, a fin de generar un desarrollo económico acelerado y de mayor impacto. Para lograr lo anterior, es necesario contar con programas de apoyo financiero a las startups que les permitan acelerar su crecimiento y lograr su internacionalización.

Fondo de capital emprendedor

Si bien cada uno de los países que conforman la Alianza del Pacífico ha tenido avances muy
importantes en la creación de programas de financiamiento, era claro que se requería un fondo de capital emprendedor a nivel regional que invirtiera en las startups más innovadoras y que pudiera apoyarlas en su proceso de internacionalización.

Es por ello que en acuerdo de los 4 países de la AP, se impulsó la creación del Fondo de la Alianza del Pacífico, iniciativa liderada por México, específicamente por el INADEM desde el Grupo de Trabajo de las PYMES de la Alianza del Pacífico y que se estableció como mandato de la X Cumbre, celebrada en Paracas, Perú en junio de 2015.

Gracias a este mandato, los países se comprometieron a realizar esfuerzos en tal dirección. Como primer paso, el 30 de marzo de 2016 se lanzó la convocatoria para buscar al Fund Manager o firma administradora que operaría el primer fondo regional de la Alianza del Pacífico. La respuesta fue muy alta, recibiéndose 17 propuestas. Después de un riguroso proceso, “Angel Ventures” fue seleccionada como la firma ganadora.

“Angel Ventures” es una firma de venture capital fundada en 2008 con sede en México, que
cuenta con oficinas en la región de la Alianza del Pacífico y ha realizado inversiones considerables a través de sus dos fondos de inversión y de AV Network, una red internacional de ángeles inversionistas con más de 350 miembros originarios de Latinoamérica y Estados Unidos.

El Fondo de Capital Emprendedor de la Alianza del Pacífico está en operación desde enero de
2018, con un primer cierre de 40 millones de dólares, con inversionistas institucionales como
FOMIN (4MDD), IFC (5MDD) INADEM (10.7MDD) y BANCOLDEX (5MDD) entre otros. Tiene una tesis de inversión que se enfoca a 5 industrias clave en la región de la Alianza del Pacífico: bienes de consumo, tecnología, Fin-Tech, salud y agro negocios.

El fondo está enfocado en invertir en pequeñas empresas (startups) que ya tengan un modelo de negocios definido, un plan de rentabilidad claro y compañías consolidadas en su segmento que estén en búsqueda de una expansión regional (scaleups). Actualmente se encuentra en proceso la inversión de los primero 3 proyectos que se financiarán con el fondo.

De esta forma, se avanza en la creación de fuentes eficientes de financiamiento que impulsen la innovación y en emprendimiento en la región.

Red de inversionistas “Ángeles AP”

El Grupo Técnico de Innovación (GTI) junto al Consejo Empresarial de la Alianza del Pacífico (CEAP) adoptaron la Agenda Público Privada de Innovación 2016 – 2018, la cual fue aprobada por los presidentes de la AP en la cumbre presidencial de la Alianza del Pacífico, en Puerto Varas, Chile 2016. La agenda incluyó iniciativas concretas con miras a la creación de un ecosistema de innovación común para la AP así como visibilizar y conectar a los emprendedores con posibilidades de internacionalización en los cuatro países. Una de las iniciativas de esta agenda, impulsada por el GTI y CEAP, fue la creación de la Red de Inversionistas Ángeles de la AP (“ÁngelesAP”).

“ÁngelesAP” busca aumentar las oportunidades para que emprendedores e inversionistas
fortalezcan sus proyectos trans-frontera, en el marco de las iniciativas de innovación de la AP.

Para estos efectos, con fecha 12 de junio 2017, en Santiago, Chile, las siguientes redes de inversionistas ángeles UP4Angeles (Perú), Angel Ventures Perú (Perú), BBCS Capital (Perú), Scale Capital (Chile), Chile Global Angels (Chile), Dadneos (Chile), Capitalia (Colombia), y Angel Ventures (México) se reunieron para juntas formar “ÁngelesAP”, una asociación que opera dentro del marco de la Alianza del Pacífico.

Fifth meeting of the Pacific Alliance Network of Research Institutions is held

March 6th, 2023.- The fifth meeting of the Pacific Alliance Network of National Fisheries and Aquaculture Research Institutions (IIPA-AP Network) will be held at the headquarters of the Marine and Coastal Research Institute “José Benito Vives de Andreis” (INVEMAR), located in the city of Santa Marta, Colombia, from March 15th to 17th, 2023.

The objective of this meeting organized by the Fisheries Development Institute (IFOP, Chile), with support from INVEMAR, is to develop a Work Plan for the 2023-2024 period, based on the priority issues defined by the institutions in a previous meeting held in September 2022. These topics include, among others, Ecosystem Approach, Climate Change, and Biodiversity. This Plan will allow progress in achieving the objectives of the network by promoting the development of joint scientific programs, the training of specialized human resources, and the exchange of experts between institutions, which will in turn progressively advance toward the best generation of scientific knowledge in fisheries and aquaculture for the sustainable management of these resources in the countries of the Pacific Alliance.

The meeting will be attended by the Directors of IFOP, Chile, Mr. Gonzalo Pereira Puchy; INVEMAR, Colombia, Mr. Francisco Arias Isaza; the National Fisheries Institute of Mexico (INAPESCA), Mr. Pablo Arenas Fuentes; and the President of the Board of Directors of the Institute of the Sea of Peru (IMARPE), Mr. Jorge Paz Acoste. Also attending the meeting will be the focal points of each institution, and representatives of the National Institute for Fisheries Research and Development of Argentina (INIDEP) and the Food and Agriculture Organization of the United Nations (FAO).

Fifth and last forum of the PA-EFE Program: Capitalization Forum – Celebration of results and impacts, exchange of good practices and looks to the future

January 24, 2023.-  On January 24, 25 and 26, the fifth and last thematic forum of the PA-EFE Program will take place, the “Capitalization Forum: Celebration of results and impacts, exchange of good practices and looks to the future”, which will bring together some 150 people from the four countries of the Pacific Alliance and Canada, in Mexico City.

This three-day forum will give all the partners and allies of the Program the opportunity to reflect together and share the innovation experiences, approaches and tools developed in the Program’s projects, during the last seven years; make visible the impact of the PA-EFE in the region and promote the sustainability of the achievements and good practices of the Program.

The topics of the Forum will be developed focusing on the four axes established in the methodological proposal for the capitalization of the Program: Collaboration and harmonization in the PA region; Access and valorization of TVET; TVET Quality; and Services to companies and the community. As well as the cross-cutting issues of the Program: Gender Equality and Inclusion and Environmental Sustainability.

Exporting SMEs of the Pacific Alliance benefit from the e-Business Roundtable program and achieve immediate sales of US$ 6.4 million

In addition, US$98 million in business is projected for the coming months. Nearly 300 entrepreneurs from Chile, Colombia, Mexico and Peru participated in the virtual meetings, thus ending the special support plan to replace face-to-face promotional activities as a result of the COVID-19 pandemic.

October 8th, 2020. As announced last May, and as a way to seek new business opportunities for the Pacific Alliance entrepreneurs in the face of the health, humanitarian and commercial difficulties that the COVID-19 pandemic has generated, the bloc’s promotion entities -ProChile, ProColombia, the Mexican Ministry of Economy and PROMPERU- organized three virtual business roundtables with European, Latin American, Oceania and Asian buyers between June and September.

The e-Business roundtables started in June with importers from the United Kingdom. During August it was the turn of the commercial activity with the countries of the Pacific Alliance and Central America, to conclude with the largest meeting in terms of volume of participants and results, with buyers from Asia, Oceania and the Middle East.

As a final result of these unprecedented meetings, total deals were registered for US$ 105 million for the exporters of the four countries. This is the result of immediate agreements (reached at the same meeting) for US$ 6.4 million, as well as 12-month business projections for US$ 98.6 million.

“We are very satisfied with the results obtained, far exceeding our initial expectations. The Pacific Alliance is a powerful and internationally prestigious commercial platform, which allows our exporters to access buyers with the support of the bloc. As an alliance, we have been forced to adapt quickly, generating concrete actions to push the economic reactivation of Chile and our partners in the region” said the General Director of ProChile, Jorge O’Ryan Schütz.

For her part, the President of ProColombia, Flavia Santoro, indicated that “these virtual business meetings are fundamental to energize intraregional trade, reactivate the economies of our countries and continue positioning ourselves in key markets such as the United Kingdom, Central America, Asia and Oceania. The result reflects the world’s interest in learning about the value offerings of the Pacific Alliance. We will closely follow the business intentions generated by these appointments to make them a reality.

A total of 276 exporters from Chile (54), Colombia (71), Mexico (70) and Peru (81) participated in the meeting, all of them belonging to the food sector (fruits, vegetables, wines and beverages, grains, or sea products), health supplies and pharmaceutical products, containers and packaging, furniture and components for construction, among others; which, through 100% online tools, managed to hold more than a thousand business meetings.

On the Mexican side, Sergio Silva Castañeda, head of the Global Economic Intelligence Unit of the Ministry of Economy, commented that: “From Mexico we are very happy with the results of the three e-Roundtables. The virtual format allowed to increase the number of participating companies, target markets and business expectations compared to 2019, drastically reducing costs and limiting the impact of the pandemic. Mexico also granted all the available quotas for the country, in the three e-Roundtables organized, exclusively to MSMEs, to contribute directly to their incorporation into global markets and their economic recovery”

“In the current juncture the world is facing, the four promotion entities quickly took on the challenge of adapting to new digital tools and carrying out activities that contribute to improving the international business of our companies, mainly small and medium-sized ones. The results achieved regarding the number of participating Peruvian exporters, the meetings held, as well as the projections of commercial opportunities, fill us with satisfaction and only reinforce our commitment to continue articulating efforts to achieve growth and competitiveness of our economies,” said the Executive President of PROMPERU, Luis Torres.

This activity was created as a way to help the exporting companies of the bloc that have been affected by the disruption of international trade due to COVID-19 and its advance around the world. Originally, by 2020, the VIII Pacific Alliance Business Macro-Round was planned to be held in Santiago, Chile, but it was replaced by these virtual activities.

As a complement, the e-Roundtables included training spaces prior to the negotiation rounds where the bloc’s entrepreneurs were able to be trained by experts in key aspects such as: market access, cross-border e-commerce and sustainability. These matters are especially relevant in the process of reactivating the economies of the region.

Adjustments to the mission

The Promotion Entities make up one of the 26 technical groups within the working structure of the Pacific Alliance and through their mission they lead the joint promotion plan of this regional integration initiative in multiple aspects.

For 2020, this group received a presidential mandate to develop a promotion plan focusing on sustainable trade, services and industries 4.0, as well as to promote the internationalization of business innovation in member countries and with Observer States. Because of the pandemic, it had to be adapted to the new circumstances in order to meet these objectives.

In order to deepen these actions for the coming months, the group will hold from November 30th to December 4th the LAB4+ Entrepreneurship and Innovation Forum with a business roundtable dedicated especially to the Services sector, as well as a pitch round for startups from the four countries, all in virtual format.

España otorga becas de doctorado a los ciudadanos de los países de la Alianza del Pacífico

La Fundación Carolina (FC), a través del Grupo Técnico de Cooperación, otorgará cinco (5) becas en total para doctorado y estancias cortas postdoctorales para los ciudadanos de Chile, Colombia, México y Perú que estén interesados en realizar estudios en diferentes áreas del conocimiento, durante el periodo académico 2019 – 2020.

Con estas becas se busca fomentar la obtención del grado académico de doctor entre los docentes de las universidades de los países miembros de la Alianza del Pacífico asociadas con la FC, mientras que el objetivo de las becas de estancias cortas posdoctorales es completar la formación posdoctoral de los profesores y facilitar el establecimiento de redes académicas entre España y la Alianza del Pacífico. La convocatoria estará abierta hasta el próximo 4 de abril para doctorado y estancias cortas posdoctorales.

Entrepreneurship and Innovation Forum of the Pacific Alliance LAB4+ will connect companies from the region for the first time with Korea and Singapore

Year after year, the member countries of the Pacific Alliance, through their promotion agencies ProChile, ProColombia, the Ministry of Economy of Mexico and PromPerú, seek to promote and endorse trade relations with each other and with third markets.

As part of the iconic initiatives to promote exports in the region, the X Entrepreneurship and Innovation Forum of the Pacific Alliance LAB4+, which, in its 9 previous editions, has generated export opportunities for more than USD $70 million and investments for more than $100 million.

The main objective of the Forum is to promote service companies in the region by offering a virtual space in which business opportunities are generated, through one-on-one business meetings, between exporters and buyers of Technological Services, as well as between startups and investors. This year it is expected to have commercial meetings that benefit more than 150 companies from the prioritized sectors.

Likewise, the Forum seeks to position the Pacific Alliance as a regional integration mechanism that promotes entrepreneurship, innovation and trade in services, among its members, and with third countries. According to Endeavor Review, the block has currently received a significant amount of investment from Venture Capital. In 2021 alone, the Pacific Alliance was the destination of 6,158 million dollars from Venture Capital.

Regarding the raising of capital during 2021, in Chile FinTech had a representative increase of 30%; in Mexico FinTech represented 53%. In the case of Colombia, electronic commerce obtained 60%, while Peru was in EdTech with 58%.

This year, Entrepreneurship and Innovation Forum of the Pacific Alliance LAB4+ will focus on the promotion of technological services companies and startups from the bloc in the markets of the United States, Canada and the Pacific Alliance countries themselves. In addition, promoting the projection to the world with special emphasis on Asia, for the first time, the markets of Singapore and Korea were invited. These markets are among the top 15 service importers in the world and among the top 5 on the Asian continent.

Also new in this edition of the Lab4+ Forum is the promotion of the participation of women. According to a study on the Venture Capital Ecosystem in Latin America, “women are still underrepresented in the entrepreneurial ecosystem and are the ones who face the most barriers in terms of access to capital.”

For this reason, of the total number of places available for this X edition, 30% are reserved for companies and startups led by women.

The commercial component of the X Lab4+ Forum will be held from August 8 to 12. The prioritized sectors for the X edition are FinTech, HealthTech, AgriTech, EdTech and IT Services (Internet of Things, Artificial Intelligence, Blockchain, Virtual Reality, Augmented Reality, creative and cultural industries software).

Enorme potencial de productos peruanos en Australia, Canadá, Nueva Zelanda y Singapur

Alianza del Pacífico (febrero 28, 2018). A US$ 1403.8 millones sumaron las exportaciones peruanas entre enero y noviembre de 2017 a Australia, Canadá, Nueva Zelanda y Singapur, candidatos a estados asociados de la Alianza del Pacífico, informó la Comisión de Promoción del Perú para la Exportación y el Turismo – PROMPERÚ

El país que tuvo la mayor demanda fue Canadá con US$ 1,125.4 millones, seguido de Australia con US$ 185.7 millones, Singapur con US$ 49.2 millones y Nueva Zelanda con US$ 43.5 millones. De estas cifras hay que destacar la cada vez mayor participación del sector no tradicional o con mayor valor agregado, principalmente de los subsectores que corresponden a alimentos.

En ese sentido, las cifras muestran una importante participación de productos agroindustriales como las uvas, quinua, mangos, espárragos, arándanos y diversas frutas; así como langostinos ytruchas específicamente hacia Canadá.

Australia y Canadá comparten el mismo interés por camisetas de algodón para damas y caballeros. En cuanto a Singapur, sobresalen los envíos peruanos de calzado y aleta de tiburón y en Nueva Zelanda la demanda de la peletería de alpaca y la cada vez mayor pedidos de fosfatos de calcio.

Estos cuatro mercados representan para los productos peruanos innumerables oportunidades de negocios, y resultan también ser muy atractivos para el tema de inversiones. Su inserción como estados asociados permitirá potenciar los acuerdos comerciales e incrementar el dinamismo con el Asia Pacífico, que se proyecta como una de los protagonistas de la economía global.

En Lima, inició XXIX Ronda de Grupos Técnicos y XLIII Reunión del GAN de la Alianza del Pacífico

Alianza del Pacífico (mar. 19/18). Del 19 al 22 de marzo en Lima, Perú; delegaciones de Chile, Colombia, México y Perú se reunirán en la XXIX Ronda de Grupos Técnicos de la Alianza del Pacífico para avanzar en el cumplimiento de los mandatos emanados de la Declaración de Cali en junio de 2017. El día 23 se celebrará la reunión del Grupo de Alto Nivel (GAN), compuesto por los viceministros de Relaciones Exteriores y de Comercio exterior de los cuatro países.

Durante esta ronda sesionarán los grupos de Agenda Digital, Asuntos Institucionales, Compras Públicas, Comité de Expertos de la Alianza del Pacífico -CEAP-, Cooperación, Cultura, Educación, Estrategia Comunicacional, Facilitación del Comercio y Cooperación Aduanera, Relacionamiento Externo, Pymes, Servicios y Capitales y los sub grupos de Ventanillas Únicas de Comercio Exterior y Cooperación Regulatoria.

El 23 de marzo, el GAN sostendrá su XLIII reunión para discutir, entre otros temas, la visión estratégica de la Alianza del Pacífico hacia el año 2030; los avances en la negociación comercial con los Candidatos a Estados Asociados y se reunirá con representantes de la Comisión Económica Euroasiática, el Consejo Empresarial de la Alianza del Pacífico, el Banco Interamericano de Desarrollo, los Ministerios de Hacienda, entre otras actividades.

La próxima Cumbre de la Alianza del Pacífico se celebrará en Puerto Vallarta, México, el 24 y 25 de julio, al término de la cual el Perú asumirá la Presidencia Pro Tempore durante el período 2018 – 2019.
