La Alianza del Pacífico (AP) se reúne con la Asociación de Naciones del Sudeste Asiático (ASEAN) para revisar avances en la implementación de su plan de trabajo conjunto

La reunión fue copresidida por Brunei y Perú

(Yakarta, 7 de agosto de 2018).- En la fecha, el Grupo de Relacionamiento Externo de la Alianza del Pacífico sostuvo una reunión con el Comité de Representantes Permanentes de la Asociación de Naciones del Sudeste Asiático (ASEAN) en la Secretaria General de la ASEAN, en Yakarta, Indonesia, con el propósito de evaluar el progreso en la implementación del Plan de Trabajo 2017-2018, discutir sobre el futuro de la relación de cooperación entre ambos mecanismos y avanzar con los preparativos para la V Reunión Ministerial Alianza del Pacífico – ASEAN, que tendrá lugar en el marco del 73° Período de Sesiones de la Asamblea General de Naciones Unidas en Nueva York, Estados Unidos.

En esta ocasión, el Perú, en su calidad de Presidencia Pro Tempore de la Alianza del Pacifico, informó respecto a los principales logros alcanzados en el interior de este proceso, entre ellos la Visión Estratégica 2030, el lanzamiento del bono emitido para afrontar terremotos, el proyecto del Fondo de Infraestructura y el próximo Foro de Cooperación con el que se busca dinamizar la relación con los Estados Observadores.

Esta reunión es reflejo del potencial de la relación entre ambos bloques, así como de la importancia de continuar trabajando estrechamente hacia objetivos comunes como la búsqueda del desarrollo, la lucha contra la pobreza, el aprovechamiento de las cadenas globales de valor, la búsqueda de beneficios tangibles en favor del ciudadano, entre otros. En ese contexto, el Grupo de Relacionamiento Externo y el Comité de Representantes Permanentes se expresaron favorablemente respecto a la extensión, hasta diciembre de 2019, de la vigencia del Plan de Trabajo Alianza del Pacífico – ASEAN con miras a concluir las iniciativas en marcha, así como permitir el desarrollo de nuevas actividades en áreas como la ciencia, la tecnología y la innovación, y el desarrollo sostenible.

La Alianza del Pacífico (AP) abre la V Convocatoria del Programa de Voluntariado Juvenil

Alianza del Pacífico (abr 01/19). El Grupo Técnico de Cooperación tiene el agrado de informar que del 1 al 22 de abril estará abierta la convocatoria para el Programa de Voluntariado Juvenil de la AP. Esta iniciativa busca que las y los jóvenes entre los 18 y 30 años, de los cuatro países de la AP, contribuyan al desarrollo sostenible a través de experiencias de voluntariado con una duración entre 2 a 4 semanas en otro país con todos los gastos cubiertos.

Este intercambio es una experiencia enriquecedora pues al viajar a otro país, las y los jóvenes de la AP tienen la oportunidad de conocer otras culturas, costumbres y trabajar con compañeros/as de Chile, Colombia, México o Perú, con quienes podrán construir nuevas experiencias y apoyar los diferentes programas locales de acuerdo con su elección.

Con este Programa la AP busca impulsar el intercambio vivencial mediante actividades que formen conductas solidarias en las y los jóvenes, que impacten positivamente en la sociedad, teniendo en cuenta que la juventud es actor clave en la región.

A continuación, los requisitos para viajar al intercambio juvenil. Tenga en cuenta que solo los nacionales de Chile, Colombia, México y Perú podrán elegir un país de destino. No se aceptará más de una convocatoria por persona.

Es importante tener en cuenta que México y Perú permiten que sus nacionales apliquen a convocatorias dentro de su país.

Korea-Pacific Alliance Finance Ministries’ Meeting

On the margins of the Annual Meetings of the International Monetary Fund and the World Bank Group on October 13th, 2018, the first Korea-Pacific Alliance Finance Ministries’ Meeting was held in Bali, Indonesia.

The meeting was attended by the Deputy Prime Minister and Minister of Economy and Finance of Korea, Dong Yeon Kim; Minister of Finance and Public Credit of Mexico, Jose Antonio Gonzalez Anaya; the Undersecretary of Finance of Chile, Francisco Moreno; the General Vice Minister of Finance of Colombia, Andrés Pardo; the Undersecretary of Finance and Public Credit of Mexico, Miguel Messmacher; and the Vice Minister of Finance of Peru, Betty Sotelo.

Bali, Indonesia (October 13th, 2018). The Deputy Prime Minister of Korea, the Minister of Finance and Public Credit of Mexico and the Vice Ministers of Finance of the Pacific Alliance met in Bali, Indonesia. This first encounter, which was proposed by Korea, had the aim to discuss and explore further economic and financial cooperation in key areas.

The economic relationship between Korea and the Pacific Alliance countries has increased significantly during the last decade. Korea has free trade agreements in effect with Chile, Colombia, and Peru, and has shown interest to have a similar instrument with Mexico. Moreover, last July, Korea became an Associate State candidate of the Pacific Alliance.

In that context, authorities from Korea and the Pacific Alliance economies discussed areas of common interest for further cooperation, such as Digital Economy, Infrastructure, Disaster Risk Financing and Sharing Experiences of Economy Policy. Also, Korea suggested the possibility to hold encounters on a regular basis, starting next year, as a platform to exchange experiences, mutual interests, and perspectives on the current economic outlook.

The Pacific Alliance countries appreciated the interest of Korea in the work of the Finance Ministers’ Council and proposed to continue the conversations during the following months in order to foster further cooperation and to coordinate next steps.

It is worth to mention that, even though Korea’s accession to the Pacific Alliance as an Associate State is a different process, this first approach between Ministries of Finance has set the basis to move towards the strengthening of the financial and economic ties between both parties.

Finally, the Deputy Prime Minister of Korea, the Minister of Finance and Public Credit of Mexico and the Vice Ministers of Finance of the Pacific Alliance thanked the President of the Inter-American Development Bank (IDB), Luis Alberto Moreno, for his collaboration as moderator of this meeting.

Jóvenes con vocación de servicio se movilizan gracias al Programa de Voluntariado de la Alianza del Pacífico

Con el propósito de contribuir al fortalecimiento de la integración regional a través de la incorporación de la juventud de los cuatro países miembros de la Alianza del Pacífico en el ejercicio de derechos y deberes que permitan contribuir en la superación de los desafíos de desarrollo, 48 jóvenes de Chile, Colombia, México y Perú participaron en la tercera convocatoria del Proyecto de Voluntariado Juvenil de la Alianza del Pacífico, coordinado por el Grupo Técnico de Cooperación – GTC.

El Programa Vive tus Parques de Chile, materializado en Chile gracias a la colaboración de la Agencia de Cooperación Internacional de Chile (AGCI), el Instituto Nacional de la Juventud (INJUV) y Corporación Nacional Forestal (CONAF),  recibió a los voluntarios de los países miembros de la Alianza del Pacífico entre el 18 de julio y 1 de agosto. Los jóvenes realizaron trabajos de mantención y mejoras en cuatro Parques y Reservas Nacionales chilenos en el norte del país, en las regiones de Tarapacá y Coquimbo. Durante su voluntariado visitaron la Casa de La Moneda, así como el Campamento ubicado en los  Parque Nacional Los Flamencos, Llanos de Challe y Pingüinos de Humboldt.

Colombia recibió a los voluntarios el 2 de agosto, quienes permanecerán durante cuatro semanas en el país para apoyar, a través de su trabajo voluntario, proyectos sociales que se desarrollan en las Casas de la Juventud de la Secretaría Distrital de Integración Social. Los jóvenes participan a partir de este 3 de agosto, en áreas de trabajo de iniciativas de emprendimiento en el sector de las industrias culturales y creativas conocidas como ‘economía naranja’.

“Vine a Colombia porque tengo la convicción de que se pueden generar muchos cambios a través de la gestión cultural”, dijo Christian Arizmendi, voluntario chileno, durante la jornada de bienvenida. Otra voluntaria es Kiera Lozano, quien viajó desde Cajamarca en Perú a Bogotá, para aportar su conocimiento en comunicación a “los grupos de jóvenes para ayudarles a la promoción cultural, en el área de audiovisuales”.

La participación activa y efectiva de los jóvenes en la experiencia de voluntariado logra impactar, no solo en su formación ciudadana, reforzando sus conocimientos y habilidades laborales y sociales, sino también en sus comunidades y poblaciones locales. Así lo explica Ezequiel Domínguez Cardozo, voluntario mexicano quien inicia labores en Bogotá, “me interesa mucho el tema de la ‘economía naranja’, de transformar ideas en bienes y servicios culturales que contribuyan al desarrollo social de la comunidad”.

En México la tercera edición del programa se desarrolló entre el 18 de julio y el 4 de agosto.  El voluntariado de la Alianza se insertó en el Programa ‘Hagamos Hogar’ que ejecuta el Gobierno del estado de Puebla y Voluntarios ONU, lo cual fue posible gracias a la coordinación del Instituto Mexicano de la Juventud (Imjuve) y la Agencia Mexicana de Cooperación Internacional para el Desarrollo (AMEXCID).

De este modo, durante 14 días, el grupo conformado por los 16 jóvenes de los países miembros de la Alianza del Pacífico, llevó a cabo actividades de voluntariado en el Municipio de Atzizihuacán, ubicado en Puebla.

En Perú, los voluntarios permanecieron entre el 2 y el 18 de julio, participaron en el Proyecto ‘Humanizando los espacios: Intervención educativa para la promoción del buen trato en los espacios públicos’, que tuvo como propósito el fortalecimiento del desarrollo y promoción de habilidades interpersonales, con especial énfasis en la empatía, el asertividad y el buen trato de jóvenes y adultos.

Este programa fue desarrollado por la Secretaría Nacional de la Juventud – SENAJU, órgano rector en materia de juventud del Ministerio de Educación y la Agencia Peruana de Cooperación Internacional – APCI, que articularon esfuerzos para contribuir al fortalecimiento de las habilidades interpersonales de los jóvenes voluntarios a través del Voluntariado Juvenil de la Alianza del Pacífico.

En las dos etapas del voluntariado (2015 y 2016), se ha logrado la movilización de 96 jóvenes de Chile, Colombia, México y Perú por períodos entre dos y cuatro semanas en la que a través de sus labores compartieron sus experiencias y conocimiento en el marco de diferentes programas y proyectos locales.

Este proyecto de voluntariado está dirigido a jóvenes entre 18 y 28 años de edad, nacionales de los países miembros de la Alianza del Pacífico y que tienen residencia en su país de origen al momento de postularse.

La Alianza del Pacífico impulsa la libre circulación de bienes, servicios, capitales y personas de los gobiernos de Chile, Colombia, México y Perú. Con el Proyecto sobre Voluntariado Juvenil se busca dar continuidad a los esfuerzos de impulsar el intercambio vivencial mediante actividades que formen conductas solidarias en los jóvenes, que impacten positivamente en la sociedad, teniendo en cuenta que la juventud es actor clave en la región.

Joint Statement | Transfer of the Pacific Alliance Pro Tempore Presidency

Starting today, Wednesday, June 28th, Chile will hold the Pro Tempore Presidency of the Pacific Alliance (PA). This decision was adopted at a meeting held in Santiago, Chile, where the Minister of Foreign Affairs of Chile, Alberto van Klaveren; the Ambassador of Mexico in Chile, Alicia Bárcena; the Chargé d’Affaires a.i. from Peru in Chile, Renzo Villa Prado; and the Chargé d’Affaires a.i. from Colombia in Chile, René Correa Rodríguez took part.

In this significant meeting, the authorities of Chile, Colombia, Mexico and Peru reaffirmed their commitment to the Pacific Alliance as a mechanism for political articulation, economic and commercial integration, cooperation and projection to the world, which seeks to progressively move towards free circulation of goods, services, capital and people, with a view to boosting the growth and competitiveness of economies, for the benefit of its inhabitants.

Joint Press Release | Meeting between the Committee of Permanent Representatives to ASEAN (CPR) and the National Coordinators of the Pacific Alliance

The annual meeting between the Committee of Permanent Representatives to ASEAN (CPR) and the National Coordinators of the Pacific Alliance was held on 31 October 2023 in hybrid format to give continuity to the activities of the 2021-2025 Work Plan, as well as to reaffirm the ties of cooperation and friendship between the two regional blocs.

The Meeting exchanged views on developments in both regions, reviewed the implementation of the ASEAN-Pacific Alliance Work Plan (2021-2025) and discussed ways to further promote cooperation between ASEAN and the Pacific Alliance, with emphasis on Gender Equality; Student Mobility; Digital Economy; Environment; Culture; and Education.

Both sides highlighted the importance of promoting bi-regional work, making their achievements visible. At the Meeting, the Pacific Alliance presented four proposals with regard to joint activities on gender mainstreaming, sustainable management of plastic waste, student and academic exchanges, and cultural exchanges. To institutionalise the engagement between the Committee of Permanent Representatives to ASEAN and the National Coordinators of the Pacific Alliance, the Meeting agreed to revise the ASEAN-Pacific Alliance Framework for Cooperation and to subsequently submit it to the ASEAN-Pacific Alliance Ministerial Meeting for adoption. They also looked forward to resuming the Ministerial Meetings between ASEAN and the Pacific Alliance in 2024 and onwards.

The Meeting was attended by members of the Committee of Permanent Representatives to ASEAN, National Coordinators of the Pacific Alliance, with physical attendance of the Ambassador and representatives from the Embassies of Pacific Alliance Member Countries in Jakarta, as well as the representatives from the ASEAN Secretariat, and Timor-Leste as an observer.

Joint Communiqué of the PA Member Countries on the Occasion of the Entry into Force of the Additional Protocol to the Framework Agreement

The Pacific Alliance member countries—Chile, Colombia, Mexico and Peru—welcome the entry into force of the Additional Protocol to the Framework Agreement, signed in Cartagena de Indias, on February 10, 2014.

 This Protocol is a fundamental commercial tool to move towards the free movement of goods, services, capital and people among the four countries.  The agreement provides tariff liberalization of 92 percent of trade in the Pacific Alliance, as well as liberalization on the remaining 8 percent in the short and medium term.  Its objective is to achieve free movement of goods among our countries in 2030.

The Protocol, in its 19 chapters, facilitates regional trade, removes trade barriers and establishes modern disciplines with regard to professional, maritime, telecommunications and electronic commerce services.

One aim of this new phase is to enter regional and global value chains, via the free flow of investments among the four countries, as a means to add value, increase the quality of goods and services and allow the export of more competitive products to international markets, with emphasis on the Asia-Pacific region.  Likewise, its entry into force will increase opportunities for economic operators, especially SMEs, to access an enlarged market and competitively internationalize their activities.

Based on this Protocol, the Pacific Alliance countries are committed to deepening trade within and beyond the region, in order to prompt economic development and improve the well-being of their citizens.

IX Business Macro-Round of the Pacific Alliance to focus on Canada, Europe, Asia and Oceania

Exporters from Chile, Colombia, Mexico and Peru will meet with more than 180 buyers in search of suppliers and quality products, a hallmark of the bloc’s members.

The annual flagship activity of the Pacific Alliance trade in goods, the Business Macro-Round, which will be held virtually from August 12, was segmented this year into three phases, according to the demand for products sought by the member countries of the bloc and third markets.

First, there will be a business round table aimed at Asia and Oceania, which will prioritize the supply of agri-foods, since the Asian continent is fundamental for the global trade of these products, as stipulated in the “Agri-Outlook” report of the FAO and the OECD. It is also the world’s fastest recovering region after the recession caused by the global health situation.

In this initial meeting, commercial ties will be strengthened with Singapore, a country with which negotiations were recently concluded to become an Associate State of the Pacific Alliance.

The second phase will focus on Europe, where agri-foods and natural ingredients will prevail. It should be noted that this region is increasingly demanding natural products and foods produced under the parameters of trends accentuated by the pandemic and favorable to the exportable supply of the Pacific Alliance, as also indicated in the aforementioned FAO and OECD report.

The third stage will be aimed at the markets of the Pacific Alliance and Canada, a candidate country to become an Associated State of the bloc. This last part of the Macro-Round will have a multi-sectoral orientation that will help boost intra-regional trade and the diversification of Pacific Alliance exports.

The segmentation of the Business Macro-Round will allow its companies to know what products are in demand by the main allies of the bloc, and to take advantage of the benefits provided through lower tariffs, improved delivery times and trade facilitation.

“In its eight previous versions, the PA Macro-Round has generated export opportunities for more than US$914 million to entrepreneurs from the four member countries, expanding their business at regional level and towards international markets. This edition contributes to economic reactivation and job creation in the countries that make up the bloc. It is also an ideal opportunity to strengthen the export offer of companies from Chile, Colombia, Mexico and Peru and, at the same time, strengthens trade links with allied countries of the mechanism,” said Flavia Santoro, president of ProColombia and current president pro tempore of the Technical Group of Promotion Agencies.

IV Pacific Alliance International Cooperation Forum

August 30, 2022.- Today the IV Pacific Alliance Cooperation Forum was inaugurated in order to create a space for dialogue, exchange of knowledge and experiences between the regional bloc, its Observer States and other partners, to promote and stimulate international technical cooperation, the Pacific Alliance Strategic Vision to the year 2030 and social and economic recovery with an emphasis on youth.

The Cooperation Forum is one of the main means of collaboration between the Pacific Alliance and its Observer States, which, year after year, seeks to strengthen cooperation ties with the international community.

This year’s meeting, held in a virtual format in two sessions, is organized into dialogue tables that will address issues such as disaster risk management: i) good practices for strengthening capacities in seismic risk including tsunamis, and its impact on the society; ii) technical assistance and good practices for sustainable production and better use of fertilizers; environment: sustainable management of plastics; gender; and economic recovery with a focus on youth and tourism (theme of the PA 2022 Cooperation Fund).

The IV PA Cooperation Forum was attended by more than 350 people from 36 Observer States, with Korea as a special guest who made presentations in three of the panels, thus being the Cooperation Forum with the greatest response in the history of the Pacific Alliance.

As part of its objectives, it seeks to invite Observer States to collaborate on the topics and projects presented by the Technical Groups, Committees, Subcommittees and Working Groups in the 2022 call for the PA Cooperation Fund, as well as follow up on the offers of cooperation carried out by Observer States during past versions of the Forum.

It is expected that after the IV PA Cooperation Forum, the Observer States contribute with resources, human or financial, to the projects that are of mutual interest, which contribute to strengthening the capacities of the Pacific Alliance.

Intense week of activities for the Pacific Alliance in Santiago

Alianza del Pacífico (octubre 12/16). The Pacific Alliance initiated an intense week of activities to be held in Santiago with sessions of the technical groups in which over 150 professionals from the governments of Chile, Colombia, Mexico and Peru take part, aiming to continue developing the integration process in its different areas.

This gathering of the technical groups will extend until Thursday with meetings addressing Institutional Affairs, Cooperation, SMEs, PA Entrepreneurial Board, Education, Labor, Movement of People, Safety, Single Window for Foreign Trade (VUCE), Regulatory Cooperation and Communications. Also, the Foreign Relations group has had meetings with delegations from Canada, the United Kingdom, United States and the CAF.

This Thursday, during the seminar of the OECD Latin America Regional Program to be held at ECLAC, the vice-ministers of the Pacific Alliance will participate in a panel on cooperation between the Pacific Alliance and the OECD.

The encounters will come to an end this Friday with a meeting of the High Level Group (HLG), which is formed by the vice-ministers of Commerce and Foreign Affairs of the four countries and is responsible for supervising the advancement of the technical groups and preparing proposals for the projection and rapprochement with other organizations or groups.

That same day, the vice-ministers will participate in the seminar “Challenges and Advancements: Professional Technical Education in the Pacific Alliance”, having a talk on “The ties between the production and education sectors for the establishment of development in the States.”
