Council of Ministers of the Pacific Alliance paves the way for the Paracas Summit

The Pacific Alliance’s Council of Ministers met today at Paracas, Perú.

Firstly, the Ministers reviewed the progress of the X Summit agreements. They then approved the Project of the Paracas’ Declaration, which will be submitted for consideration by presidents Michelle Bachelet, from Chile; Juan Manuel Santos, from Colombia; Enrique Peña Nieto, from México, and Ollanta Humala, from Perú.

Mexico’s Minister of Foreign Affairs, José Antonio Meade, whose country will transfer the Pro Tempore Presidency of the mechanism to Peru, made a presentation on the progress that the mechanism has achieved in the linking process with the observers and third countries. Mr Meade highlighted the cooperation projects with the Inter-American Development Bank (IDB) and the Development Bank of Latin America (CAF).

The Ministers received, separately, the representatives from Costa Rica and New Zealand, in order to discuss about several cooperation projects between the Pacific Alliance and those countries.

Within the framework of the Council of Ministers, the cooperation framework agreement for financial support for companies from to the Pacific Alliance member countries was signed. This agreement will help to increase business and promote commercial exchange and investment between  the parties, particularly the SMEs related with the export sector.

The Pacific Alliance is a regional integration process formed by Chile, Colombia, Mexico and Peru on April 28th, 2011. It brings together 217 millions of people, with a USD $ 2.1 billion GDP that represents 38% of the GDP of Latin America and the Caribbean.  The four member countries of this alliance concentrate 52% of Latin America and the Caribbean’s extra regional

The Ministers of the Pacific Alliance that attended the meeting were: t>he Minister of Foreign Affairs, Heraldo Muñoz, and the Viceminister of Foreign Trade, Andrés Rebolledo, from Chile: the Minister of Foreign Trade, Industry and Tourism, Cecilia Álvarez-Correa, and the Minister of Foreign Affairs, María Ángela Holguín, from Colombia; the Minister of Foreign Affairs, José Antonio Meade, and the Minister of Economy, Ildefonso Guajardo, from Mexico; the Minister of Foreign Trade and Tourism, Magali Silva, and the Minister of Foreign Affairs, Ana María Sánchez, from Peru.

Council of Ministers of the Pacific Alliance met in Mexico City

The Council of Ministers of the Pacific Alliance met today in Mexico City, in order to make progress on the different coordination efforts, in preparation for the XI Summit of Heads of State of the Pacific Alliance, to be held in Puerto Varas, Chile, next 1st of July.

The XV Ministerial Council meeting began with a minute of silence in memory of Ambassador Raúl Patiño Alvistur, Vice-Minister of Foreign Affairs of Peru and member of the High Level Group, who died recently in Lima.

As part of its program, the Council of Ministers evaluated the work done by the Technical Groups during the first half of 2016 and the fulfillment of the presidential mandates contained in the Declaration of Paracas 2015. It also analyzed the current state of external relationships of the Pacific Alliance, particularly with Observer States and other integration initiatives such as the Association of Southeast Asian Nations (ASEAN) and Mercosur. In this context, the Council of Ministers decided to accept the requests from a new group of countries as Observer States to the Pacific Alliance: Czech Republic, Norway, Slovakia, Egypt, Ukraine, Argentina and Romania. Similarly, the issue of new mandates, in preparation for the next summit in Chile and the future development of the Alliance, was addressed.

Lastly, the Council of Ministers approved the creation of the Environment and Green Growth Technical Group, the Labor Technical Group, and the Digital Agenda Technical Subgroup.

In the course of this meeting, the Council of Ministers signed, together with the Minister of International Trade of Canada, a Joint Statement of Partnership between the members of the Pacific Alliance and said country, which will strengthen ties with Canada, this being the first statement of this nature.

It should be noted that the Pacific Alliance is a regional integration initiative formed by Chile, Colombia, Mexico and Peru, created on 28 April 2011. The countries in this initiative combine a population of 216 million people and account for 39% of the Gross Domestic Product (GDP) of Latin America and the Caribbean.

Council of Ministers of the Pacific Alliance meets in preparation for the Presidential Summit of the mechanism

During the meeting, the ministers adopted the Roadmap to implement the Presidential Declaration on Sustainable Management of Plastics.

December 10, 2020 – The last meeting of the Council of Ministers of the Pacific Alliance, composed of the Ministers of Foreign Affairs and Foreign Trade of Chile, Colombia, Mexico and Peru, was held in a semi-presential format, in preparation for the XV Summit of Heads of State to be held this Friday, December 11, at the Palacio de la Moneda.

The meeting, which was headed by the Minister of Foreign Affairs of Chile, Andrés Allamand, was attended by the Minister of Foreign Affairs of Colombia, Claudia Blum, and the Minister of Trade, Industry and Tourism, José Manuel Restrepo, as well as the Minister of Foreign Affairs of Peru, Elizabeth Astete. Via telematics were the Minister of Foreign Trade of Peru, Claudia Cornejo; and for Mexico, the Minister of Foreign Affairs, Marcelo Ebrard, and Secretary of Economy, Graciela Márquez.

Minister of Foreign Affairs Andres Allamand highlighted that “we are pleased to present the year and a half of the pro tempore presidency of the Pacific Alliance with great achievements, despite the contingencies we have faced with the global health crisis. Among these, the strategy to have a regional digital market, the insertion of women in the economy, the development of a more sustainable common space and a joint work plan that seeks to mitigate the adverse effects of the health crisis stand out. In addition, with an improvement in management according to the times we are living that brings benefits to our citizens”.

During the session, the Council of Ministers adopted the Roadmap towards a Sustainable Management of Plastics, which aims to implement the Presidential Declaration signed at the XIV Lima Summit, where it is agreed to work in eight areas of action: Regulation, good practices and public policies; Innovation, research and business transformation; Plastic waste management and recycling; Circular economy; Financing; Education, information and citizen transformation; Commerce; and International cooperation.

The Council also received the report on the work developed by the High Level Group (GAN, by its acronym in Spanish), highlighting the Declarations and roadmaps that will be signed at the Summit of Presidents regarding the Regional Digital Market and Gender Equality. The authorities also addressed the report on the Additional Protocol, the decisions adopted by the Free Trade Commission and Regulatory Annexes, among other matters.

During the meeting, information was also given on the holding of the II Cooperation Forum PA, where representatives of Chile, Colombia, Mexico and Peru met with 226 delegates from 49 countries, representatives of the Observer States of the PA, the European Union, the Eurasian Economic Community (EEC) and ASEAN. Among the most important areas for exploring possible joint cooperation projects are global value chains, education, gender, environment, digital agenda, disaster management and artificial intelligence, among others.

The ministers also approved the Work Plan of the Cooperation Fund for 2021 for one million dollars, the same amount executed in 2020, and which benefited projects related to the support of citizens in the face of the coronavirus pandemic. The plan for next year, which will be focused on reducing social and educational gaps and moving towards economic reactivation, includes: a Youth Volunteer Program of the Pacific Alliance; workshops for the Management of Psychosocial Factors and Promotion of Mental Health at Work; and a Workshop for the formulation of the Disaster Risk Management Project.

The authorities additionally received the report of the Finance Ministers of the PA and the report of the V Pacific Alliance Youth Meeting. This event actively convened nearly 25,000 young people from the four countries.

Coordinators of the Pacific Alliance meet in Santiago

December 11, 2024.- On December 10 and 11, the national coordinators of the Pacific Alliance (PA) met in Santiago de Chile in a preparatory meeting for the meetings of the High Level Group and the Council of Ministers, which will also be held in the Chilean capital, together with the Ceremony of Transfer of the Pro Tempore Presidency of the bloc.

The meeting was led by the coordinators of the Pro Tempore Presidency Chile 2024, Angélica Romero, Director General (s) of Multilateral Economic Affairs, and Cristóbal Ramírez, Head of the Pacific Alliance Department, both from the Chilean Undersecretariat of International Economic Relations; and was attended by Ambassador Margarita Manjarrez, from the Ministry of Foreign Affairs, and Manuel Chacón, Director of Economic Integration of the Ministry of Commerce, Industry and Tourism, on behalf of Colombia; From Mexico, Daniel Cámara, Director General of American Regional Organizations and Mechanisms of the Ministry of Foreign Affairs, and, virtually, Alberto Jimenez, Director for Latin America, the Caribbean and the Pacific Alliance of the Ministry of Economy; and from Peru, María Eugenia Echeverría, Director General for Economic Affairs of the Ministry of Foreign Affairs, and Elba Rodríguez, Advisor to the Vice Ministry of Foreign Trade.

After the adoption of the agenda, the national coordinators reviewed the pending issues on the agenda of the authorities and the progress of the various working groups, in addition to receiving the management reports of AP Net and the Call 2024 of the Student and Academic Mobility Platform and the preparations for the Call 2025, among other matters.

At the end of the meeting, the national coordinators participated in the Second Meeting of the Working Group for the accession of Costa Rica, which was attended by Adriana Castro, Director General of Foreign Trade of the Ministry of Foreign Trade; Rolando Madrigal, Head of Geographic Areas of the Directorate General of Foreign Policy of the Ministry of Foreign Affairs; Adriana Murillo, Costa Rican Ambassador to Chile; and Lucía Navarro, advisor to the office of the Minister of Foreign Trade.

Coordination of the Technical Subgroup on MRV of the Pacific Alliance meets with the Vice Minister of the Environment of Peru

October 21, 2022.- The Coordination of the Technical Subgroup on Monitoring, Reporting and Verification (SGT-MRV) of the Pacific Alliance, represented by Francisco Pinto, met with the Vice Minister of Strategic Development of Natural Resources, Fey Silva, and the Director of Climate Change and Desertification, Milagros Sandoval, of the Ministry of the Environment of Peru. The bilateral meeting was aimed to highlight:

  • The scope and opportunities offered to Peru by the second stage of development of the SGT-MRV (2022-2026)

  • The transfer of the Secretariat of the SGT-MRV from MINAMBIENTE (Colombia) to MINAM (Peru), after the next Summit of Presidents of the Pacific Alliance.

  • Coordinate the fifth face-to-face meeting of the SGT-MRV that will take place in Lima on December 12, 13 and 14.

  • Highlight the new contribution from Canada and the potential incorporation of new partners that would support the SGT-MRV in the execution of its Coordination Framework.

The Vice Minister valued the contribution of the work of the SGT-MRV and the exchange instances that enrich the development of climate policies of the Pacific Alliance countries.

Likewise, taking advantage of the visit to MINAM, the SGT-MRV invited a Chilean expert to share his experience with the technical team of the Directorate- General of Climate Change and Desertification, regarding the challenges in the design and implementation of the first green taxes in Chile (including a carbon tax) and the compensation system that should start operating at the beginning of 2023. This exchange was leaded by the economist Rodrigo Bórquez, who was working directly on both instruments as part of the Ministry team of the Chilean Environment.

Cooperation, sustainability and positioning: the keys to the first seminar on attracting tourism investment of the Pacific Alliance

  • The meeting, which took place in Santiago, brought together the main sectoral authorities from Chile, Colombia, Mexico and Peru, as well as professionals from other Latin American countries.

September 5, 2023.- To generate a strategy to attract tourism investments for the member countries of the Pacific Alliance, strengthen coordination and generate implementation mechanisms, encouraging development, growth and consolidating the post-pandemic economic recovery. These were the main objectives of the meeting held in Santiago, which brought together the main sectoral authorities of Chile, Colombia, Mexico and Peru, and representatives of other Latin American countries such as Brazil, Argentina and Uruguay.

The meeting also addressed the work carried out in identifying the enabling conditions to generate the strategy for attracting tourism investment; determining the investment vectors, identifying investment opportunities in each country; generating tools to disseminate the support lines of each of the countries to facilitate investment and formalizing the sustainability mechanism of the strategy, establishing a Pacific Alliance Tourism Investment Committee and drawing up a biannual action plan.

During the meeting, authorities and participants attended the presentation “Green Investments for Sustainable Tourism”, as well as panels on regional integration as a mechanism to strengthen the attraction of tourism investments and the promotion of tourism investments as an instrument to promote gender equality and women’s empowerment. They also received a message from Gustavo Santos, regional director for the Americas of the World Tourism Organization, who addressed the importance of promoting green investments, precisely the central motto of World Tourism Day to be celebrated on September 27.

In this context, the working spaces emphasized the importance of promoting cooperation and encouraging the implementation of sustainable investment schemes to attract tourism investments in the Pacific Alliance countries, in a scenario of reactivation of the industry, and also highlighted the need to generate enabling and facilitating conditions to promote a pro-investment ecosystem in the Pacific Alliance countries, benefiting potential investors and entrepreneurs interested in investing in tourism, and positioning the Pacific Alliance countries as destinations for investment in tourism, facilitating the opening of new businesses in the sector, the improvement of the existing offer and job creation.

The first investment attraction seminar was part of the implementation of the project financed by the Pacific Alliance Cooperation Fund called “Boosting the attraction of tourism investments for the sustainable reactivation of the Pacific Alliance countries”.

Cooperation Council of the Pacific Alliance starts working meetings to strengthen cooperation with Observer States

In the framework of the XXXV Round of Technical Groups of the Pacific Alliance held in Santiago, Chile, between October 14th and 16th, 2019, the first meeting of the Cooperation Council was held, the implementation of which was announced at the XIV Pacific Alliance Summit in Lima.

The Cooperation Council, formed by the cooperation authorities of the four countries of the Pacific Alliance, aims to promote and materialize concrete cooperation initiatives with the observer States that the mechanism has, which to date add up to 59. The areas of cooperation that are of interest to the Observer States are: SMEs, environment, culture, innovation, digital agenda, trade facilitation and education.

The Pacific Alliance Cooperation Council was created by presidential mandate and its functions were established by Decision No. 5 of the Council of Ministers.

Observer states

To date, the Pacific Alliance has 59 Observer States with which it develops various cooperation initiatives.

In line with the work done with the Observer States, the Pacific Alliance held the First Technical Forum of Cooperation of the Pacific Alliance with Observer States, in April 2019 in Lima, during which a first portfolio was presented that includes agreed projects of supply and demand for cooperation.

Teniendo como marco el 73° período de sesiones de la Asamblea General de las Naciones Unidas, los ministros de Relaciones Exteriores y de Comercio de los países de la Alianza del Pacífico, y sus pares de la Asociación de Naciones del Sudeste Asiático (ASEAN), sostuvieron en Nueva York la V Reunión Ministerial Alianza del Pacífico – ASEAN.

En esta ocasión el Perú, en su calidad de presidente pro tempore de la Alianza del Pacifico, informó sobre los principales logros alcanzados como la adopción de la Visión Estratégica 2030, el lanzamiento del bono catastrófico para afrontar terremotos, el proyecto del Fondo de Infraestructura, así como el próximo Foro de Cooperación, con el que se buscará dinamizar la relación con los Estados Observadores.

Como parte del programa, los ministros evaluaron el progreso y la efectiva implementación del Plan de Trabajo Alianza del Pacífico – ASEAN, y acordaron extender su vigencia hasta 2019, con miras a concluir las iniciativas en marcha y permitir el desarrollo de nuevas actividades.

El plan de trabajo conjunto tiene como base una amplia agenda en cuatro áreas ya identificadas: cooperación económica; educación y contactos persona a persona; ciencia, tecnología e innovación; y desarrollo sostenible.

En materia de cooperación económica, el plan busca promover el intercambio de buenas prácticas en promoción y facilitación del comercio, así como compartir experiencias en emprendimiento a través de instrumentos de fomento para las mipymes.

En educación, apunta a promover estudios conjuntos, la organización de seminarios académicos o talleres de interés común; el estudio del español en los países de la ASEAN; la entrega de becas; cooperación en turismo; y el intercambio de conocimientos y mejores prácticas en industrias culturales y creativas.

En lo que respecta a la ciencia, tecnología e innovación, el plan conjunto promueve la cooperación a través del intercambio de científicos, investigadores y profesores universitarios, entre otras iniciativas.

Previo a esta reunión, el Consejo de Ministros de la Alianza del Pacífico sostuvo un encuentro con el ministro de Relaciones Exteriores de Singapur, Vivian Balakrishnan, con quien abordaron temas sobre el fortalecimiento de la relación con ese país, candidato a Estado Asociado de la Alianza; y con el ministro de Relaciones Exteriores de Japón, Taro Kono, con miras a analizar la posibilidad de establecer una alianza estratégica.

Consejo de Ministros de la Alianza del Pacífico sesionó en México para ultimar detalles de la próxima Cumbre de Jefes de Estado

Alianza del Pacífico (junio/18/2018). El Consejo de Ministros de la Alianza del Pacífico se reunió en Ciudad de México a fin de avanzar en las coordinaciones con miras a la XIII Cumbre de Jefes de Estado de la Alianza del Pacífico, que se realizará en Puerto Vallarta el 23 y 24 de julio de este año.

Durante la reunión, los Ministros de Relaciones Exteriores y de Comercio de Chile, Colombia, y Perú, así como los Secretarios de Economía y Relaciones Exteriores de México, discutieron el documento de Visión Estratégica 2030 de la Alianza del Pacífico y aprobaron la integración de Serbia, Emiratos Árabes Unidos y Bielorrusia como Estados Observadores de este mecanismo, los cuales se suman a los 55 Estados que tienen este estatus.

Adicionalmente, recibieron el reporte de los Ministros de Finanzas de la AP por parte del Subsecretario de Hacienda y Crédito Público de México, Miguel Messmacher.
Los ministros también revisaron el borrador de la Declaración de Puerto Vallarta con entregables y mandatos y otros detalles temáticos de la próxima Cumbre Presidencial.
Por último, adelantaron reuniones con organismos multilaterales y el Banco Interamericano de Desarrollo.
